The State of New Hampshire, Department of Environmental Services, Water Division, Drinking Water & Groundwater Bureau has a full time vacancy for a Water Well Program Manager.
Summary:
Oversees and implements a range of environmental projects and program activities associated with the NHDES Private Well Water Program, and performs investigations, studies and analyses related to the protection of groundwater resources, including the regulation, construction, and installation of wells and well pumps, the licensing of water well contractors and well pump installers, and providing administrative support for the New Hampshire Water Well Board (“Board”) as provided in NH RSA 482-B.

MINIMUM QUALIFICATIONS:
Education: Bachelor’s degree from a recognized college or university with major study in environmental science, environmental engineering, sanitary engineering, hydrology, hydrogeology, water resource engineering or water resource management, wetlands science, or a closely related environmental field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Six years’ experience as an Environmental Engineer or Environmentalist in environmental or water resource management or a closely related field, two years of which shall have involved supervisory duties as well as the preparation of various environmental documents, legal briefs or related research.
License/Certification: Eligibility for New Hampshire driver’s license required for performing professional field work.
PREFERRED WORK TRAITS: Ability to plan, coordinate and develop training programs. Ability to apply and interpret environmental policies and procedures as well as local, state and federal laws and regulations. Ability to express ideas clearly and concisely in oral, written and graphic form. Ability to establish and maintain effective working relationships with associates, legal and government groups and the general public. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
Responsibilities:
Conducts investigations and prosecutes enforcement actions on behalf of NHDES for violations of RSA 482-B and administrative rules We 100 through We 1000, including letters of deficiency, administrative orders, and administrative fines. Presents legal briefs, facts, evidence and testimony in support of NHDES enforcement actions on appeal to the Board. Appears and testifies in a court of law as an official of the NHDES.
Develops and implements standard procedures and directs and supervises investigations related to well contractor, well construction and pump installation, or water quality complaints to ensure appropriate and timely resolution and remedial action.Provides technical assistance, guidance, and advice to property owners regarding Well Water Program resources to protect the groundwater resources. Reviews and analyzes data, reports and studies as necessary.
Participates in various outreach events and coordinates specialized studies regarding proper well construction and maintenance with water well contractors, realtors, bankers, and municipal building officials.
Provides technical guidance for licensees and private well owners on state well construction standards and best management practices, including well siting requirements, water quality and quantity testing, and water well problems. Creates and maintains electronic public information materials on the Board’s web page relating to well and pump installation standards and private well testing recommendations and guidance.
Works with the New Hampshire Geological Survey in the collection, maintenance, preservation, and distribution of well construction records, evaluation of the availability and quality of the state’s groundwater resources and related well construction issues.
Administers the water well code enforcement program for the Board which includes performing field inspections to assure compliance with well and pump construction standards. Responds and investigates consumer complaints filed against licensees. Presents findings to the Board and NHDES. Develops and maintains a state registry of consumer complaints against licensees that are validated by the Board.
Reviews, updates, and creates water well contractor and pump installer written exams required to demonstrate knowledge and technical proficiency, in conjunction with the Board, and reviews and assists in the coordination of continuing education training programs for occupational licensees to meet re-licensing requirements.
Provides administrative and technical support for the Board including processing of Water Well Contractor and Pump Installer license applications, issuing new licenses and annual license renewals, maintaining the license database, scheduling of Board meetings, drafting meeting agendas and minutes, and preparation of documents, reports, and correspondence.
Develops program goals and initiatives in conjunction with the Hydrology and Conservation Program and the Board. Works with the Hydrology and Conservation Program and/or the Board in the development of legislation and rulemaking to implement program goals and initiatives.
Continually seeks to improve practices to add quality and value in support of the Department’s mission while identifying and eliminating unnecessary or redundant actions.
