Objective and Purpose of the Assignment
Solomon Water is the state-owned enterprise mandated by the Solomon Islands Government to provide for
the proper management and development of urban water resources and sewerage services in Solomon Islands.
SW provides water services in Honiara, Noro, Tulagi and Auki and sewer services in Honiara. Under its
30 Year strategic plan SW will increase its water supply coverage from 55% currently to 95% and its
sewerage coverage from 10% currently to 30% of the greater Honiara population by 2047.
It is implementing the Urban Water Supply and Sanitation Sector Project (UWSSSP) co-funded by ADB, World
Bank and the EU. The US$ 98m project commenced in 2019 and runs to 2028.

Solomon Water is now soliciting applications for the position of a National Project Officer with the SW
PMU.
The selected candidate will be expected to work closely with the PMU Project Managers as well as other
international and national PMU officers, and contribute to smooth management and completion of the
UWSSSP and SW capital works program.
Scope of Work
The Project Officer (Water Supply/Wastewater) will act as the Engineer’s representative as delegated by
the Project Manager and shall be responsible for the supervision of all construction subprojects under
the Urban Water Supply and Sanitation Sector Project (UWSSP). The Project Officer shall ensure all
technical and administrative clearances required by Solomon Islands Government (SIG) agencies, which
otherwise could result in delaying sub-projects, are adequately addressed.
Detailed Tasks and/or Expected Output
Specific tasks of Project Officer (Water Supply/Wastewater) include:
• Assist the PMU Project Managers, Senior Project Officer as well as other international and national
PMU officers, SW Operations Officers, other government agencies, ADB and co-financiers on all matters
pertaining to the implementation of the UWSSSP.
• Assist with the management of all ongoing PMU projects and contracts.
• Assist with the preparation of contractual documentation and participate in progress and
management meetings.
• Assist with the preparation of briefs, progress and other reports in a timely manner for submission to
the Government and donors/financiers.
• Assist with financial management oversight to ensure that financial tables are up to date.
• Assist the PMU Project Managers, Senior Project Officers and other PMU staff to liaise with
environmental and social safeguards specialists within project consultants to ensure that
donors/financiers safeguards requirements are complied with and monitoring reports are submitted in a
timely manner.
• Assist with contract administration including budgets, payments and deadlines, and timely review of
contractors’ and consultants’ (variation) claims and progress reports.
• Assist with the review of contractors’ and consultants’ invoices and endorse for the processing of
payments.
• Assist with the review of consultant’s designs and contractor’s drawings and calculations to check
arrangements for optimized operation and maintenance and verify compliance with contract specifications.
• Under the direction of the PMU Project Managers and other staff, ensure that testing of materials and
equipment is in accordance with agreed standards and contract specifications.
Minimum Qualification Requirements
The Project Officer (Water Supply/Wastewater) shall:
(i) be a National/Citizen of the Solomon Islands.
(ii) be engineering graduate of an accredited college or university.
(iii) have a minimum 5 years of progressively responsible experience in construction management,
supervision and quality control of construction of water supply and sewerage or other municipal civil
engineering infrastructure.
