Job Description:
Project Officer (Engineer)-WASH & Infrastructure
The Role Summary:
Provide technical leadership and guide the implementation of Water Supply Systems, Sanitation infrastructure, all other Construction infrastructures and multiple use of water initiatives of Emergency WASH on behalf of the project under the supervision of the WASH Manager. His/her main roles and in consultation with the WASH Manager shall include; designing, planning, implementing (technical oversights), monitoring, accountability, evaluation and reporting on the Projects’ WASH activities.
Key Responsibilities:
- WASH Programming and Project management
- Participate in development of activity plans and budgets for technical support activities related to WASH.
- Collaborate with relevant state government departments and other relevant partners at the state level and community levels to ensure integration and high-level implementation of all WASH activities.
- Participate in developing different levels of progress report and supporting Project Quality Assurance (PQA) on WASH interventions.
- Effective and timely implementation of all interventions outlined under WASH and any other related and cross cutting programme activities related to WASH on the project.
- Technical Support
- Provide technical support and timely feedback to the WASH Manager on WASH interventions outlined in the project.
- Support M&E of WASH activities in coordination with relevant stakeholders.
- Build capacity of partners (sub granted local partners and Water Users Committees) on WASH interventions, Water resource Management and practice to effectively manage WASH facilities
- Identify other opportunities in an ongoing manner that will add value to the overarching goal of the project.
- Lead and contribute to the development of publications for peer-reviewed journals.
- Quality Assurance – Monitoring, reporting and Documentation
- Development of quality Project Designs that meets the industry standards and in line with the WASH sector standards
- Provide overall construction site management in strict adherence to the approved designs.
- Track and prepare monthly, quarterly, bi-annual and annual progress reports of activities relate to WASH KPIs/indicators; including documentation of key lessons learnt and successes stories.
- Document and disseminate best practices on Water, sanitation and Hygiene projects.
- Prepare and submit situational/monthly/quarterly progress reports to the WASH Manager.
- Advocacy, Engagement with strategic partners, Linkages and networks & partnership development
- Ensure representation of WV Somalia in key WASH and Construction stakeholder forum/meetings at the state level
- Actively participate in the state level technical working groups on WASH.
- Facilitate community education on Laws, Policies and Standards on WASH & Construction Service delivery.
- Ensure communities are mobilized and participate in their WASH projects.
- Resources Acquisition
- Support development of technically sound funding proposals through provision of information & data and review in collaboration with WASH Manager and other sector specialists.
Essentials:
- Degree in any of the following -Structural Engineering, Civil Engineering, Water Engineering, Hydro Geology, Building Construction.
- Minimum 2 years of experience in Project implementation preferably water and sanitation or/ health.
- Proficiency in using computer software e. g Auto CAD, ARCH CAD or REVIT and EPANET
- Proficiency in using computer software e. g MS office and internet.
- Technical Training qualifications required: Skills in Community Total Lead Sanitation (CLTS) and/ or Participatory Hygiene and Sanitation Methodology (PHAST) tools.
- Knowledge of emergency projects of six month’s period that carry water, health and sanitation infrastructure implementations.
- Possesses well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills.
Working Environment
- Office-based in Baidoa, South West State with domestic travel required from time to time.
