Objective and Purpose of the Assignment
The Asian Water Development Outlook (AWDO) was initiated in 2007 by the Asian Development Bank (ADB) and
the Asia-Pacific Water Forum (APWF) to highlight the status of water security in the Asia-Pacific
region. Four editions of the outlook report have been published in 2007, 2013, 2016, and 2020
respectively. AWDO distinguishes five Key Dimensions (KDs) that together determine the Water Security
score. The five KDs are: Rural Household WS (KD1), Economic WS (KD2), Urban WS (KD3), Environmental WS
(KD4) and Resilience to Water-related Disasters (KD5). The success of AWDO, a global benchmark for
quantifying water security, is significantly attributed to the extensive and long-term involvement of
numerous academic, government, and industry organizations from various countries. This sustained
collaboration has been a key factor in the development and evolution of AWDO.

Scope of Work
The consultant will be one of the overall coordinators supporting ADB in the development of the AWDO
report by providing expert advice, ensuring the integration of the data and coordination with
stakeholders and experts.
Detailed Tasks and/or Expected Output
The consultant will carry out the following tasks:
(i) Coordination with ADB core team, KD leads, technical leads to ensure effective and efficient
implementation of assignment.
(ii) Providing technical insights, review, comment on the periodic reports received from partner
organizations
(iii) Providing regular update to ADB on the progress of work by partner organizations and proactively
provide feedback
(iv) Organizing and facilitating workshops that may be convened to discuss progress of work such as the
mid-term and final workshop including consultation/peer review.
(v) Contribute to the drafting and revising sections of the AWDO 2025 report.
(vi) Contribute to the drafting of the qualitative and country assessments, including coordination with
partners, KD leads and ADB Staff at HQ and resident missions.
(vii) Ensuring the final report meets quality standards and deadlines.

Minimum Qualification Requirements
• Advanced degree in water resources, environmental science, or a related field.
• Proven experience in leading similar projects.
• Strong analytical and writing skills.
• Experience working with international organizations and stakeholders.
Minimum General Experience: 7 Years
Minimum Specific Experience (relevant to assignment): 5 Years
