Job Overview

This position is accountable for technical oversight & support for water, sanitation and hygiene promotion projects and building the capacity of EH staff in sites where IRC is implementing EH projects with special focus on Melkadida sub Field office. SEHO mainly will help to contribute to the improvement of the health and socioeconomic well-being of targeted communities by increasing access, capacity building, and fostering ownership among communities and local government to sustainably meet their water, sanitation, and hygiene needs. The position mainly involves undertaking detail technical WASH knowledge areas on detail feasibility assessment, analyses and preparing detail designs including specification and BOQ for the hardware activities. (Water supply and Sanitation facility) under GD094 project. It also requires very good knowledge on monitoring and supervise of construction activities to ensure its quality and sustainability and handing over the construction WASH facilities to the user communities and concerned government organizations. The SEH officer will directly report his achievements to EH Manger. He will also monitor the works of Environmental Health Officers under his supervision in the intervention woreda.

Major Key Responsibilities:

Programmatic and Technical support

  • Participate on feasibility assessment of the water options proposed through community action plan, compile detailed design, prepare specifications for items to be procured, prepare bills of quantities, and prepare implementation plan.
  • Prepare or review designs, bill of quantities, take off sheets prepared by EH officers and EHAs and give any required support on design-related issues in consultation with EH manager.
  • Conduct continuous supervision of construction activities and create good working environment for contractors and consultants at the field level for smooth implementation of project activities.
  • Ensure that all water supply and sanitation infrastructures meet the required design, specification, and quality of construction and completed within the project schedule.
  • Review and prepare take-off sheets, bill of quantities, payment certificated payments for contractors, consultants, skilled laborers, daily laborers shared from EH officers and share with EH Manager.
  • Facilitate timely handover of water projects for concerned government partners and communities in collaboration of HP teams.
  • Provide the required support to the Senior Hygiene and Sanitation Promotion Officer.
  • Ensure accurate documentation of EH activities and experiences at field and office level.
  • Maintain close contact with SHPO within the IRC field sites to ensure effective technical, logistical and management support for all aspects of project implementation.
  • Ensure the establishment of community-level overall management, operation and maintenance systems for water and sanitation facilities.
  • Ensure accurate delivery of local materials (with exact quality and quantity) by EH team at field level. Prepare material monitoring formats and share it for EH team for accurate utilization of materials at site and ensure the strict follow-up.
  • Give the required support for HP teams on PLA processes to create a standard methodology of awareness creation and engagement of the communities on water supply and sanitation outcomes.

HR and staff management

  • Participate on staff recruitment process in collaboration with HR and other program staffs,
  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC [team/office],
  • Coach and evaluate EH Offices at different terms of evaluation (Midyear and End year Evaluation),
  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.
  • Creating a good work environment, adhering to the duty of care for staff in collaboration with HR.
  • Follow, take, and use of any required training and follow EH officers and EH Assistants.
  • Work on any capacity building training and on job training for staffs under supervision.
  • Report to Satellite office manager regarding HR issues raised from staffs

Monitoring, Evaluation and MEAL

  • Participate on Woreda and Zonal WASH streaming committee monitoring and evaluation of the ongoing projects in collaboration with government partners.
  • Conduct supportive supervision of the ongoing projects and give any feedback for EH Officers and EHAs for the quality implementation of the project results.

Supply chain, Finance and Safety Security unit

  • Give input for Senior EH Manager on the preparation Item forecast for the projects in collaboration with program teams.
  • Prepare the required designs and bill of quantities and share with Senior EH Manager for bid process.
  • Facilitate stock management and proper shipment of project inputs for smooth and effective implementation of the project.
  • Prepare the labor payments and share with Senior EH Manager for review and approval in-collaboration with SC.
  • Work in collaboration with Senior EH manager on realistic cash projection and share with the finance department.
  • Prepare and share payment documents to Senior EH Manager for the completed works and services.
  • Collect information on issues related safety and security and take care on IRC staff and property.

Reporting, proposal and grant unit.

  • Participate on rapid and detail assessment and give the required inputs for project new development proposal development to EH Manager in collaboration of technical staffs at Dolo Bay, Hargele satellite Office.
  • Reporting any change on the context of the project timely to the EH manager and Melkadida sub-field office Office Manager.
  • Give the required input on donor report and government reports for EH Manager.
  • Prepare and timely share weekly and monthly project implementation reports to EH Manager and Melkadida sub-field office Office Manager.

Coordination and Representation

  • Coordinate the woreda partners in water quality testing and in scheme disinfection and ensure the scheme disinfection and water quality testing of all the water schemes constructed under the project was done timely.
  • Actively take part and facilitate woreda level WASH steering committee meetings and project site visit with Government and other partners working in the area.
  • Facilitate in working with relevant local government and non-government partners.

Safeguarding Responsibilities:

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC [team/office]
  • Develop ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies

Educational Requirements:

  • MSC or B.Sc. degree in Hydraulic Engineering, Water Resource Engineering, Civil Engineering, and any other related field from a recognized University

Preferred Experience and skill

  • 2 years of relevant experience plus a first degree
  • 5 years of relevant experience with the diploma degree
  • 1 year of relevant experience plus a post graduate degree
  • NGO experience is a plus.
  • Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications.
  • Handling Work loads and extra time working
  • Multiple and similar project implementation and large crew management
  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time.
  • Strong analytic problem-solving skills
  • Ability to work both independently and in a dynamic, cross-functional distributed team structure.
  • Basic supervisory/managerial skills.
  • Computer skills (Microsoft Office, Excel, word).
  • Experience of data analysis software (Arc GIS and SPSS) is an asset.
  • Experience of Engineering Software (Water CAD, EPANET and Auto CAD etc.)
  • Knowledge of domestic water supply system hydraulic design.
  • Proven ability to work effectively with partners at all levels
  • Ability to handle and work through change proactively and positively.

Language Skills:

  • Proficient in English writing and speaking skills and the ability to speak the local language is advantageous.
