JOB DESCRIPTION
The Shelter/WASH Engineer Team Leader leads the teams tasked with the implementation of NRC’s WaSH/Shelter activities in targeted area, and he/she is responsible for the supervision of the team, including planning and monitoring of day-to-day activities.
The purpose of the Engineer Team Leader position is to ensure that his/her team’s project activities are aimed at facilitating access to essential hygiene, shelter and NFI facilities/items by vulnerable people with implementation and reporting according to NRC standards and procedures and national regulations.
RESPONSIBILITIES
Generic responsibilities
- Manage and implement Shelter/WaSH technical activities delegated to the engineers’ team in line with proposals, strategies and donor requirements, and provide regular reports to the Shelter/WASH Project Manager and Project Coordinator
- Ensure compliance with NRC WaSH/Shelter programme strategy, tools, guidelines and standards
- Ensure that all Shelter/WaSH projects (repair, rehabilitation and/or reconstruction) are implemented in a timely manner and according to strategy, proposals, budgets and plans, and in line with NRC policies and donor requirements.
- Setting clear objectives and plans for the day-to-day implementation of relevant programme activities.
- Promote and share ideas for improvement and necessary changes in project activities.
- Collaborate with relevant local authorities and stakeholders and partners at the Area level (i.e. local authorities, other humanitarian organizations, volunteer groups)
- Ensure capacity building of project staff and transfer key skills.
- Contributes to Shelter/WaSH specific protection risks and needs analyses.
- Promote the rights of project participants in line with NRC’s advocacy strategy.
Specific responsibilities
- Lead the structural assessments of buildings and WaSH facilities and propose technical solutions for materials/equipment/NFI assistance, repair, rehabilitation and/or reconstruction.
- Provide technical information and development of work plans, technical specifications, bills of quantities (BoQs), cost estimates, structural drawings (CAD), tender documents for procurement of construction services.
- Review and analyze contract claims and variation orders, assess the completion of works, and prepare technical recommendations for payments, and interim and final payment certificates.
- Directly supervise the construction/repair work progress on site with the engineers team and ensure the quality control of materials and implementation is according to the technical specifications.
- Involve and inform communities and local authorities about the activities and ensure that all projects are in line with national guidelines and regulations.
- Coordinate with humanitarian organizations and other relevant partners regarding project implementation through meetings, proper software tools, visits, etc.
- Ensure correct data tracking for all interventions and prepare periodic progress reports and other documents as required.
- Closely cooperate with the other departments to ensure adequate field-level implementation of a coherent integrated programme in targeted areas.
- Assist with any other duties assigned by line manager as and when required.
QUALIFICATIONS
Generic professional competencies for this position
- Experience from working in a humanitarian/recovery context
- Remarkable leadership skills and ability to organize team work efficiently and effectively
- Experience in programming in a humanitarian/recovery context is an advantage
- Familiarity with community engagement and mobilization techniques in a humanitarian and/or development setting
- Political and cultural awareness, as well as good understanding of the current crisis in Ukraine.
- Ability to work under pressure, independently and with limited supervision.
- Good understanding of humanitarian compliance vis-Ă -vis donors and accountability to donors and affected populations
- Diplomatic and respectful communication with various actors and stakeholders, including IDPs, government officials, volunteer groups and other NGO staff.
- Good external representation skills.
- Highest standards of ethics and integrity
Context related skills, knowledge and experience
- Bachelor degree in relevant engineering fields (Architecture, civil or renewable energy)
- 3 years of previous experience working in construction site and rehabilitation.
- 2 years of working with NGO in complex and volatile contexts.
- Fluency in Ukrainian and Russian essential
- Very good English language level, both written and verbal
- Willingness to work in demanding, stressful situations with respect for basic security rules
