Organization Background:

DACAAR is a non governmental, humanitarian organization that supports sustainable development in Afghanistan through promoting the ability of local communities to decide upon and manage their own development process. The organisation employs around 900 staff of whom 05 are expatriates. Core thematic areas are: Water, Sanitation & Hygiene; Natural Resource Management; Small Scale Enterprise Development; Women’s Empowerment.

Position Description:

Collaborate closely with DACAAR Emergency WASH staff, other program personnel and coordinating with the ECHO partners and donors. Enhance the capacity of national technical staff to effectively and efficiently conduct emergency activities. Provide support to ECHO project teams during acute emergencies, focusing on planning and implementation.

Specific Responsibilities:

Emergency WASH Project Coordination:                                              (60%)

  • Provide programmatic and strategic guidance to the Deputy Director / Head of Programme, Operations staff, and Regional Managers on issues related to emergency WASH, the WASH Cluster, and coordination mechanisms with all stakeholders, including other ECHO partners.
  • Actively participate in WASH Cluster and SAG monthly meetings, effectively representing DACAAR as a committed and respected organization within the WASH Cluster.
  • To secure funding from ECHO, it’s essential to build strong relationships with their representatives and in close coordination with the other memebrs of the team consistently provide high-quality proposal and report documents.
  • Staying informed about new funding opportunities for both existing and new projects. 
  • Offer robust support to the assigned emergency WASH project staff to ensure positive short- and long-term impacts and outcomes for beneficiaries, local authorities (where applicable), and local WASH personnel.
  • Collaborate closely with the Emergency WASH Manager to effectively manage assigned emergency WASH projects, ensuring objectives are met within budget and on schedule.
  • Develop and implement clear and effective emergency WASH guidelines, setting specific objectives and indicators in consultation with program staff and Regional Managers, alongside the monitoring and evaluation team.
  • Continuously monitor and supervise emergency WASH activities, overseeing technical design, execution, and post-distribution assessments through both quantitative and qualitative data.
  • Contribute to integrating beneficiary participation and accountability into all aspects of the emergency project.
  • Ensure accurate and timely reporting of activities in accordance with DACAAR, donor requirements, and applicable formats.
  • Support the development of new proposals aligned with the country strategy, collaborating with relevant Regional Managers and staff in Kabul.
  • Ensure that needs assessments are conducted thoroughly, with reports prepared and donor approval obtained when necessary.
  • Provide comprehensive support to field teams and the ECHO project team in Kabul during acute emergencies, focusing on planning and implementation.

Capacity Building:                                                                                   (20%)

  • Provide coaching and technical supervision to staff to foster ownership and responsibility for WASH Emergency activities and other developmental programs at DACAAR.
  • Facilitate regular meetings for the Emergency Response Unit to promote awareness of project objectives, clarify working procedures, and encourage feedback.

  • Assist the Emergency WASH Manager in developing and adapting training materials. Identify emerging training topics and create comprehensive packages focused on emergency WASH issues.
  • Support the Emergency WASH Manager in managing the WASH budget for assigned projects, ensuring that all expenses align with the budget and adhere to DACAAR’s financial management standards, including accountability and good governance.
  • Conduct or facilitate relevant training sessions for DACAAR staff and other stakeholders involved in Emergency Response Management and WASH initiatives.

Communication and Coordination:                                                    (10%)

  • Develop and maintain appropriate, regular, transparent, and supportive communication structures with the assigned Emergency WASH team, the Deputy Director / Head of Programme, the Operations Manager, the Technical Unit Manager, Regional Managers, and other relevant stakeholders (e.g. national government officials, UN agencies and other INGOs), to ensure good cooperation and partnerships.
  • Coordinate and contribute with Fund Raising and Communication Department on Proposal writing and report writing to donors.
  • Participation in WASH cluster meetings, donor meetings, and other emergency WASH-relevant meetings for better improvement in coordination with clusters and partners. 
  • In Coordination with the project Manager she/he should coordinate/communicate with ECHO office/TAs in Kabul in the case of operational issues.

Logistics and Quality Management:                                                    (10%)

  • Support the Emergency WASH Manager to liaise, as necessary, with logistics, and finance staff to ensure all the required materials are procured, transported, stored, managed, and accounted for accuracy.
  • Support the Emergency WASH Manager to ensure Emergency WASH projects are implemented in line with donor proposals and requirements and per DACAAR mandate, donor, country, and international standards i.e. Sphere.

Others:

  • In addition to the above specific tasks and responsibilities, the Emergency WASH Advisor will undertake any other relevant thematic tasks assigned by the Deputy Director / Head of Programme.

The holder of this position must strictly follow the organization’s existing security policies, procedures, and daily instructions of the safety personnel

Education & Qualification Requirement:

Education:Bachelor degree in Civil Engineering is required. But,  Master degree holder is preferable
Experience:  Five (5) years of experience in Development & Emergency Projects is needed. 
Other qualifications’ an advantage:To be familiar with implementation of the Emergency WASH related projects. 
Languages:English fluency in written and spoken is required. 

Employment Benefits.

  • In addition to the monthly salary, the following package is also provided:
  • A return air ticket between employee home address and Kabul at the beginning and end of the assignment.
  • R&R: 5 paid working days of leave upon completing Eight weeks of continuous stay (excluding weekend and public holidays) inside Afghanistan. 
  • Covering the expenses occurred (travel and accommodation) during R&R maximum up to USD 1400/- (One Thousand and four hundred US dollars only).
  • Annual Leave: 25 paid working days per year (2.08 days per month).
  • Public holidays: 10 days per year.
  • Travel, Health and life insurance coverage for the duration of your employment.
  • Accommodation: shared accommodation, reasonably furnished, all utility costs covered, civilian guard’s coverage 24/7, no housekeeping services provided.
  • Excess baggage allowance:  cost of maximum 20 kgs upon arrival and departure (provided based on receipts).
  • Free lunch during weekdays.
  • Pick up and drop service to and from work.
  • Accommodation while traveling to the field.
