Primary Role
The Engineer II is responsible for project management, engineering design, bidding, and construction management on projects relating to various aspects of the business. Responsibilities may also include the technical supervision over consulting project engineers, technicians, CAD technicians and/or Construction Inspectors.
Key Accountabilities
- Review and comment on feasibility studies for areas of future development
- Review and approve development documents including construction drawings, specifications, site plans, permits, easements and plats
- Coordinate and support inspection personnel during the construction process
- Â Supervise submittal and approval of permit documents as required
- Coordinate with internal groups on issues relating to operations, customer satisfaction, government relations, asset planning and capital projects
- Assist in the preparation of technical, bidding and contractual documents associated with delivery of capital investment projects
- Manage multiple projects and perform varied engineering assignments associated with planning, design or construction.
- As appropriate, this position will also manage projects supporting other areas withing the engineering department such as service line replacement, steel storage tank coatings, capital project delivery, or capital asset planning
- Ensure scope and quality of work achieve the intent of all Design Concepts and Company standards for capacity, performance, reliability, safety and regulatory compliance.
- Develops technical information and concepts into feasible and effective engineering approaches.
- Develop strategic and strong working relationships with engineering firms, vendors, and contractors.
- Provide technical expertise on engineering and operational issues.
- Supervises field and contract personnel to ensure timely completion of assignments, within budget and adherence to standards. Adhere to Engineering Standards, specifications and, equipment manufacturer recommendations to support Center of Excellence initiatives.
- Coordinate the pre-qualification and selection of consulting and construction organizations for projects using negotiation or competitive selection process. Establish project budget and cost. Contribute to effective communication by listening and providing constructive feedback; supporting the creation of an open and honest work environment; cascading and sharing knowledge and information relevant to other members of the team and colleagues across the business.
Knowledge/Skills
- Demonstrated knowledge of engineering design theory and practice, project management, construction and contract management, water resources, water/wastewater facilities and utility operations
- Knowledge of current trends in water quality and treatment and other aspects of the regulated and non-regulated water industry
- General understanding of US regulations (commercial and environmental), legislation and trends impacting the water industry
- Sound business acumen and judgment
- Fluency in report writing and presentations
- Interpersonal skills (e.g., persuasion, negotiation, listening, cooperation, tact, diplomacy, problem solving, internal consulting)
Experience/Education
- Engineering Bachelor’s Degree (Engineering Master’s Degree preferred)
- With Master’s and/or EIT: minimum 0 – 2 years’ experience in water resources design, construction, and/or project management
- Without Master’s and/or EIT: minimum 2 years’ experience in water resources design, construction, and/or project management
Travel Requirements
- 10% -20% (mostly local travel)
Certifications/Licenses
- Engineer in Training (EIT) certification strongly preferred
Work Environment
- Primarily office with occasional local / overnight work in the field. Up to 2 days work from home permitted per week
