The Development Innovations Group, a CRDF Global company, is seeking a National Water Sector Governance Expert for a forthcoming USAID-funded program to support the Government of the Philippines’ water security goals.
The National Water Sector Governance Expert will be based in the Philippines and will play a lead role in supporting the Government of the Philippines (GPH) in its efforts to strengthen national water sector institutions, governance, and financing mechanisms. S/he will focus on reducing fragmentation within the water sector, enabling the achievement of universal coverage, and increasing national water security. This position requires a deep understanding of water governance, policy reform, and institutional capacity building.
RESPONSIBILITIES
The expert will lead and oversee the implementation of activities to reduce water sector fragmentation as one of the strategies to enable achievement of universal coverage and increase national water security in the Philippines. His/her responsibilities will include:
- Technical Exchange and Data Systems Support:
- Facilitate and coordinate technical exchanges between the United States Government (USG) and the Government of the Philippines (GPH) on data systems and information architecture.
- Support the development and implementation of data-driven, evidence-based decision-making processes at sub-national and utility levels.
- Provincial Integrated Water Security Plans (PIWSP) Implementation:
- Provide technical assistance for the implementation and monitoring of Provincial Integrated Water Security Plans (PIWSPs) in selected provinces.
- Leverage lessons learned from other provinces to inform and advance national scaling efforts for water security initiatives.
- National Reform Initiatives:
- Support the execution of national reform initiatives aimed at improving governance, transparency, and accountability within the water sector.
- Collaborate with national and regional stakeholders to develop policies and regulations that promote effective water sector governance.
- Institutional Capacity Building:
- Enhance the institutional capacity of national and sub-national bodies to enforce water sector policies and regulations.
- Strengthen regulatory compliance and support sector investments to ensure sustainable water management and security.
- Stakeholder Engagement and Coordination:
- Engage with key stakeholders, including government agencies, non-governmental organizations, and private sector entities, to foster collaboration and support for water sector reforms.
- Ensure strong coordination between water, sanitation, and hygiene (WASH) and water resource management (WRM) stakeholders.
Other responsibilities will include:
- Monitor and evaluate the impact of interventions.
- Prepare reports, policy briefs, and other documentation to communicate progress and outcomes to USAID and relevant stakeholders.
QUALIFICATIONS
- Bachelor’s or Master’s degree in Water Resources Management, Public Administration, Environmental Science, or a related field.
- At least 5-7 years of experience in water sector governance, policy reform, or institutional capacity building in the Philippines or Southeast Asia.
- Strong knowledge of water security challenges, governance frameworks, and regulatory environments.
- Proven experience in facilitating technical exchanges and managing multi-stakeholder initiatives.
- Ability to work collaboratively with government officials, development partners, and community stakeholders.
- Ability to work effectively with multidisciplinary teams.
- Excellent leadership, analytical, and stakeholder engagement skills.
- Fluency in English and Filipino is required, and knowledge of other dialects is a plus.
