The Role:
Oxfam is looking for WASH Field Coordinator.
Job Purpose:
To lead the effective and quality implementation of Oxfam’s Humanitarian WASH Programme in six to eight project sites in Sittwe, Rakhine State. The WASH Field Coordinator will be responsible for the delivery of WASH programme in selected programme areas.
S/he will lead the programme in project area through different phases – from sustainability of service delivery approaches, to build resilience of targeted area – poor and marginalized women and men, and ultimately institutions in selected programme areas of Sittwe. S/he will ensure high quality programme delivery, monitoring and effective accountability systems – internal and external – to ensure the relevance and quality of programme interventions in specific project sites.
S/he will ensure representation, coordination and advocacy for -project area specific water, sanitation and hygiene works at relevant coordination meetings at state level (as required), local level, -field area. This position will also be part of the WASH consortium coordination team leading the implementation of a multi-year Oxfam and SI (OXSI) programme providing high quality WASH services to OSXI project area and the overall approach of this programme is to transition to community development approaches through promotion of strong community engagement, mobilization, localization and community ownership of WASH facilities and services within field areas.
Key Responsibilities:
Advocacy
- Advocate and influence key issues related to the WASH project in coordination meetings – particularly with management bodies in the project area, service providers as well as respective INGOs and government bodies working/engaging in the project sites and UNICEF, WASH Cluster, WASH cluster partners, etc.
Project Implementation
- Lead the implementation of this project through the rollout of appropriate strategies and methodologies on the ground with respective agencies, Community Management Agencies and government officials.
- Be responsible for budget follow up allocation in respective project sites (6 to 8 project sites), ensuring financial monitoring in compliance with Oxfam financial systems.
- Be responsible for the monitoring and documentation of the project activities in the project sites according to project plan with specific indicators and tools, providing evidence of change, quality, accountability and learning.
- Compile and review/verify all field progress reports (including 4W by the WASH cluster) from the field officers and lead to provide relevant and quality reports on all project sites and submit in timely manner to the WASH Coordinator and any other relevant government departments.
- Lead in the timely documentation/development of quality and accurate financial progress reports related to the project sites according to the set reporting schedule.
- Be responsible to have regular field activities update to line manager and other colleagues in Sittwe as required.
- Produce (together with the team) operational plans and budget forecasting for the specific programme areas; following log frame and targets set under the project.
- Work with the respective field officers and staff on reviewing and designing community mobilisation strategies for specific programme areas and developing specific implementation plans.
- Identify, train and mobilise the committees and community-based staff/volunteers and enable them to effectively undertake the community ownership, outreach and mobilisation activities in the community.
- Ensure CMC and volunteers are supervising, managing and monitoring the WASH facilities and mobilize IDPs towards the improvement of hygiene practices.
- Ensure that the project is implemented in a cost effective, consultative, participative and gender sensitive manner in the respective project sites.
Representation and Coordination
- Lead and facilitate the WASH related meetings with agencies responsible for project site management, the service providers and government departments as required.
- Develop positive relations with the respective local government focal persons, government counterparts and other stakeholders working in the project area.
- Be responsible to prepare the required monthly/ quarterly and any priority ad hoc reports and documents related the assigned project sites submitted to the WASH Coordinator for further reviews and sharing with the respective authorities and government departments in a timely manner.
- Coordination with CMAs, CMC and other WASH service delivery agencies in the project area ensuring any programming challenges/issues including overlap of activities are identified and resolved through coordinated engagements.
- Represent Oxfam WASH project and influence related project works from all sites in relevant meetings– particularly with consortium partner, other agencies working in the area.
- Provide regular project updates and early alerts to WASH Coordinator to react early to potential issues of the project.
- Be responsible to arrange relevant monitoring visits to the project sites by Oxfam management and technical staff, and other external expertise if required.
Monitoring, Programme Quality and Learning
- Ensure that project implementation in the assigned project sites is adhered to and promotes internal and international humanitarian standards, procedures and guidelines.
- Ensure that women’s rights are at the heart of all humanitarian work undertaken by Oxfam and partners.
- In coordination with WASH Coordinator, in-country colleagues and partners, coordinate and facilitate project learning and reviews events.
- Document, combine and validate best practices and ensure that the strategies are implemented to the highest quality standards and are integrated with other sectoral interventions in the programme.
- Work closely with MEAL team on periodic monitoring of activities and their quality for further improvement in programme approach and quality implementation.
- Contribute to the development and review of work plans and program activities implementation schedules at specific intervals.
- Provide regular and timely feedback to the field officers and volunteers, – CMC and local authorities at the community level to ensure accountability and community listening and feedback (as well).
- Develop situation report of specific project sites (including periodic emergency response actions) and share with WASH Coordinator for timely and necessary remedial measures/actions.
People Management:
- Ensure successful and timely completion of staff Performance Management, including objective setting, performance review, upward feedback and personal development plans.
- Manage staff performance and ensure that staff are well supported whilst following the proper implementation of appropriate HR procedures/policies, financial and logistics, controls and ensure adherence to Oxfam mandatory procedures.
- Provide guidance, support and supervision to the staff to ensure tasks and responsibilities are delivered as per plan.
- Identify staff capacity development needs and work to improve capacity of line-managed staff.
- Ensure that WASH Team on ground including field staff and volunteers understand and apply health and safety rules and procedures.
- Ensuring effective and efficient programme delivery and timely quality reports from the project team.
- Coordination with HR on staff recruitment, appraisal and performance monitoring.
Admin, Finance and Logistics
- Be responsible to coordinate with finance team on budget planning, project financial report and variance assessment for interventions in specific project sites.
- Coordinate with Admin and Logistics team on day-to-day administrative matters related to WASH programme and on procurement, hiring of services, stock updates for programme activities in the assigned project sites.
General:
- Be an active member of Oxfam’s team; participate in appropriate staff meetings and planning sessions.
- Deputize for WASH Coordinator as required.
What we are looking for:
Skill and Competence:
Essential
- At least 5 years proven experience of working in Humanitarian and Development Programme, ideally community oriented/led projects within Sittwe, Rakhine state.
- Proven experience in WASH programme implementation at community level, especially experience in application of WASH participatory approaches for community engagement, localization and mobilization.
- University degree in relevant fields (i.e., social sciences or public health engineering,).
- Excellent representational and communication skills, with a proven ability to coordinate with and influence others. This includes good negotiation and interpersonal skills.
- Proven experience and ability to work with partners and government departments in the implementation of emergency WASH programmes within the IDP settings
- Sound experience in resource management e.g. people, finances, assets.
- Familiarity of conflict sensitive approaches and application of Do No Harm Methodologies
- Good written and spoken Myanmar and English
- Computer literacy
- Sound judgement on local context with high cultural sensitivity.
- Excellent teamwork skills and the ability to lead a motivated and well-equipped team and maintain good relations both internally and externally.
- Strong analytical, planning and prioritization skills – with ability to work independently with initiative and a capacity to remain calm under pressure and not lose sight of strategic priorities.
- Experience in monitoring and evaluation of project’s outputs and outcomes.
- The ability to motivate, facilitate and influence the work of teams/colleagues.
- Demonstrated experience of integrating gender and diversity issues into project. This includes sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts and committed to Equal Opportunities (e.g. gender, race, disability).
Desirable
- Experience working in politically sensitive, conflict affected locations.
- Experiences in project management.
- Willingness to work in flexible hours, including remote management and coordination of WASH actions.
