The World Bank; in coordination with the Ministry of Community Development and Social Services (MCDSS); is seeking a qualified firm or consortium (henceforth “Firm”) to develop and implement a quantitative survey of households and communities for the impact evaluation of the Supporting Women’s Livelihoods (SWL) intervention in Zambia. Specifically; the firm will be required to collect high-quality data from 2;301 households surveyed earlier under the study in 155 communities across 9 evaluation districts.The Supporting Women’s Livelihoods (SWL) intervention is a component of the World Bank-financed Girls’ Education and Women’s Empowerment and Livelihoods (GEWEL) Project in Zambia. It is an ongoing intervention through the MCDSS to improve the productivity and earnings of adult women in extremely poor households in rural areas. The SWL is a one-time infusion of skills and capital (often referred to as a “big push”) to enable women to develop sustainable income-generating activities. It was designed based on growing international evidence that multi-faceted interventions can effectively help beneficiaries to transition to more secure livelihoods and graduate from poverty.Since its inception the SWL has supported 139;351 females ‘breadwinners’ aged 19 to 64 living in extremely poor households (direct beneficiaries) against the target of 129;400 beneficiaries across 81 districts. The project is on track to scale up to 143;601 beneficiaries by December 2024. These women were selected through an adaptation of the existing targeting mechanism used under the Social Cash Transfer (SCT) scheme and was delivered by local-level officials in conjunction with community volunteers. SWL provides extremely poor women in rural areas with a package including: (i) a 21-session life and business skills training; (ii) a productive grant equivalent to US$225; (iii) support to form savings groups; and (iv) six months of group mentoring.The World Bank’s Africa Gender Innovation Lab (henceforth the “Evaluation Team”) is working with the SWL and GEWEL teams to evaluate the SWL intervention using a randomized controlled trial (RCT). The random assignment was conducted at the community level; meaning that some communities were randomly chosen to receive variations of the SWL intervention (“treatment” groups); while other communities (the “control” group) were not. Moreover; an individual-level randomization was conducted in each evaluation community to select beneficiary households. This method allows the Evaluation Team to measure impacts on beneficiaries as well as general equilibrium and distributional effects. The impact evaluation was embedded within the implementation in 10 districts—Chilubi; Gwembe; Itezhi-Tezhi; Lufwanyama; Mafinga; Mungwi; Nalolo; Petauke; Samfya and Zambezi—to rigorously assess how the project affects the livelihoods and welfare of program participants.
