The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is currently recruiting to fill multiple Environmental Analyst 1 positions to join our team within the Bureau of Water Protection & Land Reuse (WPLR) in Hartford, CT.

POSITION HIGHLIGHTS
- Full time (35 hours per week)
- First shift schedule, Monday through Friday
- A hybrid position, located in Hartford, CT
YOUR ROLE
Positions are in the Water Planning and Management Division, Water Planning Programs. As an Environmental Analyst 1 in this division, you will be responsible for assisting with project oversight and technical assistance for grant programs with the goal to improve water quality.
Duties may include:
- Assisting with the review of environmental data to implement program policy;
- Assisting with maintaining standard operating procedures such as those contained in a quality assurance project plan, grant guidance document, or technical support document;
- Assisting with outreach and response to public communications and requests for information;
- Assisting with data management, statistical evaluation, analysis and report writing;
- Providing task management for meetings and committees, including but not limited to scheduling meetings, drafting agendas and compiling meeting materials;
- Providing project task management tracking and maintaining reporting requirements;
- Reviewing technical documents and grant project proposals to develop recommended actions and alternatives.

Within the Bureau of Water Protection & Land Reuse, the Water Planning and Management Division (WPMD) is responsible for implementing requirements of the federal Clean Water Act and state statutes and regulations to protect water quality and habitat, ensure public health and safety, maintain water quantity, and oversee and manage critical wastewater and dam infrastructure.
The ultimate goal is to provide fishable, swimmable waters throughout the state for the use and enjoyment of all Connecticut citizens and protect life and property. Programs revolve around state and federal programs for water quality (including establishing water quality standards) and water quantity in our streams, rivers, lakes, and the Long Island Sound and its embayments.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for performing a limited range of tasks in the technical review and analysis of environmental program data and issues within the environmental field and assisting in the development of recommendations for courses of action and implementation of policy and program decisions.
In other state agencies this class is accountable for performing a limited range of tasks in the planning, monitoring, implementation and evaluation of environmental program data and issues and assisting in the development of recommendations for courses of action.
EXAMPLES OF DUTIES
- Assists in developing departmental, statewide or local environmental plans and programs;
- Assists in research, collection and analysis of resources, data and educational materials;
- Assists in review and analysis of proposed projects for consistency with policies, statutes and environmental impact;
- Assists in coordinating data base maintenance and disseminating information;
- Assists in drafting new regulations, statutes, guidelines and other written materials;
- Assists in formulating policy options;
- Assists in providing technical consultation to local, regional, state, federal officials and the public;
- Assists in coordinating federal grant-in-aid programs and preparing related documentation;
- Assists in developing enforcement actions and reports;
- Assists in reviewing and developing recommendations on environmental permit requests;
- Assists in developing and implementing environmental and leisure services education programs;

MINIMUM QUALIFICATIONS – GENERAL EXPERIENCE
Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.
MINIMUM QUALIFICATIONS – SUBSTITUTIONS ALLOWED
- College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
- A Master’s degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience.
- For state employees one (1) year of experience as an Environmental Compliance Specialist 2 may be substituted for the General Experience.
- Successful completion of an Environmental Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
NOTE: Education may only be substituted for a total of five (5) years.
PREFERRED QUALIFICATIONS
- Experience following policies and procedures;
- Experience working in a team environment to solve problems;
- Experience working on projects that involve prioritizing and multi-tasking;
- Experience reading and interpreting technical data presented in charts, graphs, data tables, sampling data sets, drawings or site maps;
- Experience interpreting and communicating environmental data to internal and external stakeholders, including engagement with public official, stakeholder groups and the general public;
- Experience reviewing environmental or ecological documents for consistency with State & Federal policies, regulations, and statutes;
- Experience or course work in green stormwater infrastructure and urban site planning;
- Experience or course work managing and analyzing data with statistical programs;
- A Bachelor’s or Master’s degree in a scientific or technical discipline pertaining to biological, earth, or physical sciences; landscape architecture, environmental planning; geographic information systems; geology, ecology, environmental or natural sciences; or natural resources.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
