REQUEST FOR EXPRESSIONS OF INTEREST
(INDIVIDUAL CONSULTANT)
Assignment Title: EMBEDDED ADVISOR, LEGAL AND REGULATORY FRAMEWORK REVIEW AND IMPLEMENTATION (IRSEA)

The Government of the Republic of Angola (GoA) has received financing from the World Bank toward the cost of the Electricity Sector Improvement and Access Project (ESIAP) and intends to apply part of the proceeds for payments of the above-mentioned consulting services.
The Angolan electricity sector is unbundled according to its three functions. PRODEL is responsible for generation. Transmission is done by RNT and ENDE provides distribution services. There is not only functional unbundling, with each company solely responsible for the activity stated above, but also financial unbundling, with each company having its own tariffs set by the regulatory authority IRSEA.
Energy and Water Utilities Regulatory Authority (IRSEA) was established by Presidential Decree nº 59/16, of 16 March, under the supervision of the Ministry of Energy and Water, endowed with legal personality, administrative, financial, and asset autonomies.
The objective of the assignment is to support IRSEA to draft the ToR for the new regulations as well as review and adapt existing regulations for the adequacy of the Amendment to the General Electricity Law.
The Adviser will review institutional arrangements, carry out an assessment of existing legal and regulatory framework and technical capacity of IRSEA.

The Ministry of Energy and Water (MINEA) invites eligible individual consultants to indicate their interest in providing the services, by sending a Motivation Letter, signed Curriculum Vitae (CV), in a letter addressed the Project Coordinator, with a copy of the ID, and proof of training and skills, as stated in the CV. Interested consultants shall provide information (Declaration), demonstrating that they have the required qualifications and relevant experience to perform the assignment, as per the TOR.
The duration period is 12 months, subject to renewal, upon positive performance and availability of funds.
The Regulatory Advisor will report to the Board of Directors (BoD) and she/he will be located at the IRSEA. She/he will be required to provide services to IRSEA and is expected to work closely with counterparts there.
The shortlisting criteria are:
• A degree in Law or related discipline (finance, economics, business administration and accounting) from a recognized University.
• Five years’ experience in regulatory affairs.
• Proven management skills.
• Knowledge and experience in drafting regulatory packages in the energy and water sector.
• Fluent in Portuguese language.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method, as set out in the Procurement Regulations.
