The Idaho Department of Environmental Quality (DEQ) is hiring a regional engineering manager for our Twin Falls Regional Office. This position provides compliance assistance to communities and industries that manage systems regulated by state drinking water and wastewater rules. This position is also responsible for managing technical staff and administering the Idaho Water Quality Standards.

Example of Duties


  • Ensure compliance with applicable state environmental rules and laws, including complaint investigations, routine inspections, and engineering plan review and approval.
  • Negotiate formal and informal resolutions to violations of rules and laws.
  • Assist stakeholders in understanding and complying with state and federal environmental rules through outreach efforts.
  • Provide regional perspective and input to the State Office during the development of statewide policies, guidance, and rules.
  • Manage staff to achieve annual performance measures within established budgets. 
  • Interview and hire a team of technical staff, assign work, complete performance evaluations, and support professional development. 
  • Coordinate financial and technical services to promote DEQ’s mission of protecting public health and the quality of Idaho’s air, land, and water.


Minimum Qualifications

Licensure: Licensed in Idaho as a Professional Engineer (PE); or be eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12;


Valid driver’s license.

Level I knowledge of: management practices.

Experience: supervising engineering staff; interpreting and applying federal, state, and local laws pertaining to a specific engineering discipline; evaluating engineering projects and making decisions relative to their merit; writing engineering reports and correspondence; reviewing and critiquing engineering analyses; making oral presentations to groups relative to the merits of engineering applications.

Specialty Minimum Qualifications (required for this position):

  • DEQ 5217A Supervision – Successfully completed courses or seminars that included the essential elements of management (planning, organizing, staffing, directing, and controlling); OR, I have at least one year of experience performing as a supervisor that required work assignment, and direction and monitoring of staff with responsibility (or significant input) into the hiring of employees, preparing performance evaluations, and handling problem-solving procedures.

Desired Qualifications (not required to qualify for the position but additional points may be awarded to applicants who meet this criteria)Good knowledge of state and local government operations pertaining to water quality and engineering experience planning, designing, or reviewing engineering plans for water or wastewater facilities; providing engineering support for water or wastewater facilities or solid waste projects; working with a consulting engineer or a state or federal agency dealing with the areas above.

Physical requirements:

  • Ability to sit and work on a computer for 2-4 hours at a time
  • Ability to reach and bend for filing purposes
  • Some periods of heavy reading and typing required
  • Ability to lift 30 pounds when working with file boxes
  • Some travel may be required
  • Must have a valid driver’s license
  • Ability to climb ladders, staircases, work on uneven terrain
  • Ability to work in adverse or inclement weather
  • Ability to work in extreme hot or cold temperatures both outside and inside
  • Field sites may involve working near and with drilling rigs, backhoes, trucks and other large equipment in rough terrain
  • May work in vicinity of loud noise
  • May be required to travel and stay overnight in remote areas
