In your assessment, what are the key pathways for the sustainable development of the North East Region especially with a focus on its unique natural resource base.

A. Project Background:

The project on “Protection and Sustainable Management of Aquatic Resources in the Northeastern Himalayan Region of India (hereinafter referred to as NERAQ Project) is a project funded by the Federal Ministry of the Environment, Nature Conservation and Nuclear Safety of the Federal Republic of Germany. The Indian Ministry of Environment Forest and Climate Change is the nodal partner at Union level. The project is presently preparing the implementation by the Deutsche Gesellschaft für Internationale Zusammenarbeit GIZ GmbH in the States of Meghalaya, Nagaland, Manipur and Assam.

The objective of the project is “Support Climate Resilient Management – including protection and sustainable use – of aquatic resources in selected states of Northeast India, viz. Assam, Meghalaya, Manipur and Nagaland” and aims to strengthen the conservation and sustainable use of the unique aquatic ecosystems in the region, which are the basis of life for millions of people. The project objective will also contribute to sustainable protection of the livelihood of riparian ecosystem. The project pursues to build the capacities of relevant stakeholders for participatory development of protection and sustainable use concepts be promoted for aquatic resources in selected sections of the river in four northeastern states. The developed concepts are then validated in selected pilot projects. Relevant actors are the affected Indian administrative and research institutions as well as local user groups.

The project focus is on following three work packages:

i. Assessment of the state of aquatic biodiversity and ecosystems, including their vulnerability to climate change management practices.
ii. Application and implementation, better protected area management and sustainable use of aquatic resources, dialogues with private sector and documentation of best practices on nature conservation and sustainable economic use from Germany.
iii. Scope for mobilization of additional funds, in particular private investments and sustainability.

B. Responsibilities:

• The Advisor is the project’s focal point for project implementation matters with Departments of Government of Assam.
• In close collaboration with the project team, he/she supports the communication with the departments in Assam.
• The Advisor supports the Team Leader to plan, coordinate and implement measures to promote climate resilient management and sustainable use of aquatic resources.
• Through policy advisory and outreach work, the advisor plays an essential role in positioning the project with the political partners.

C. Core scope of Tasks:

1. Professional advising and consulting:

• Project adviser at the NER regional office with liaison to state project counterpart institutions
• Provide technical inputs in preparation of quarterly and annual operational plans in consultation with state counterparts and Project team
• Assist in implementation of agreed innovations under the advice of Project team in selected pilot projects for prioritized protection and the sustainable use of freshwater fish resources and invertebrates
• Plan and implement capacity building for sustainable, protection and management practices of wild fish at various levels
• Identify needs for internal and external support and advice, elaborate policy recommendations and develop strategic approaches.
• Supervise development, implementation and updating of the Project Operational Plan and its activities in close coordination with the Management and counterparts
• Prepare and suggest implementation of consultation processes, project’s activities and efforts.
• Supervise conceptualization, preparation and implementation of workshops, seminars and other events.
• Monitoring of project progress, quarterly reporting and PO updates, inputs in BMU and MoEFCC reports, review reports and documents

2. Networking and Cooperation:

• Assist in evaluation of the training needs of organizations, universities, and research institutions in the selected states in order to develop capacity building strategies
• Cooperate with and ensure regular contacts, dialogue with the Management, state partners and stakeholders.
• Supervise management of PR work and propose activities concerning cooperation with local communities, relevant organizations, non-governmental bodies
• Assist in development of gender plans and mainstreaming of gender in project activities

3. Knowledge Management:

• Facilitate sharing of improved knowledge and management capacities for the protection and sustainable management of wild fish and invertebrate stocks
• Facilitate documentation and knowledge transfer local, traditional knowledge and practices relevant to the development of protection and sustainable management of the aquatic resources
• Support to set up an institutional mechanism (knowledge network, regional hub) including lines of communications between the various research institutions and implementing partners
• Provide inputs into strategies and technical concepts including guidelines, manuals and procedures which are ready to be applied
• Prepare appropriate inputs to the various project/program reports/publications including annual reports to MoEFCC and BMUB

4. Management and coordination tasks:

• Coordinates and prioritize relevant project activities at the local level in accordance with PO and in cooperation with partners and coordinates in organizational preparation
• Provide inputs for preparation of annual budget and related financial documents for consultants, events

D. Required qualifications and experience:

1. Qualifications:

• Natural scientist with a B.Sc and/or M.Sc. (Ph.D. is of advantage).
• Strong background in aquatic biodiversity/ecology (freshwater) with knowledge in fisheries/aquaculture, research, protected area establishment and management.

2. Professional Experience:

• 05 years of relevant work experience in the North Eastern Region ideally with development cooperation

3. Other knowledge, additional competences:

• Good working knowledge of ICT technologies as well as publisher programs.
• Experience of project management in an area related to the project’s requirements is desirable as well as

Location: Guwahati with travel to other NER states and New Delhi.

Duration of the contract: until December 2022 with possibility of extension.
