This position will be located at the Lewis and Clark State Office Building, 1101 Riverside Drive, Jefferson City, Missouri.
Responsibilities – What you’ll do
- Provide management and supervisory oversight of the team members of the Capacity Development and Source Water Protection Unit including planning unit activities to meet department objectives, assigning and reviewing work of subordinate team members, conducting performance assessments, and mentoring team members to be successful in their positions.
- Oversee strategic planning, implementation, and management of the state’s Capacity Development Strategy for Existing Public Water Systems and the state’s Source Water Protection Program, including contracts, grants, and workplans.
- Coordinate and collaborate with government agencies and external organizations on capacity development and source water protection topics and solicit stakeholder input on activities that encourage public water systems to enhance their technical, managerial, and financial capacity.
- Oversee technical, managerial, and financial capacity reviews for public water systems under an Administrative Order on Consent, manage capacity development data gathering and analysis for reporting and planning purposes, and review annual reports to ensure regulatory compliance with federal requirements.
- Oversee source water protection plan endorsements and Geographic Information System (GIS) activities pertaining to public drinking water datasets and coordinate with team members from across the Division on contaminant datasets used in the Public Drinking Water Branch’s source water assessments and vulnerability studies.
- Serve on internal, and external, workgroups focused on topics related to capacity development and source water protection, coordinate with regional office team members, and promote best management practices for unit related activities through development of factsheets, guidance documents, and public engagements.
- Support planning, development and administration efforts of the Public Drinking Water Branch and look for opportunities for continuous improvement through process mapping, metrics, and new technologies.

Equivalent to those typically gained by:
- Bachelor’s degree and 4-6 years of relevant experience. (Additional education or experience may substitute for the required education or experience)
Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
