Job Description:
GDIT MAINES contract has a requirement for an experienced Drinking Water Subject Matter Expert (SME) to join our ITS-EPA IV Managed Application, Infrastructure, Networking, Enterprise, and Security Services (MAINES) Contract in support of the Environmental Protection Agency
Serve as Safe Drinking Water Information System (SDWIS) Subject Matter Expert (SME) to the GDIT team. Assist team in helping primacy agencies transition from the Safe Drinking Water Information System (SDWIS) application to the new Drinking Water – State, Federal, Tribal Information Exchange System (DW-SFTIES) system.
- Provides expertise in federal water regulations as they apply to primacy agency reporting. Primacy agencies include over 60 States, Regions, and Tribes.
- Supports GDIT in working with the primacy agencies to that data quality errors are resolved.
- Assists team with understanding of Safe Drinking Water Information System (SDWIS State) functionality and data.
- Participates in meetings, conference calls, workgroups, etc., about the planning and transition to the updated Safe Drinking Water application, in conjunction with EPA and other partners.
- Conducts training on application related topics, including formal and informal training, as needed.
- Supports GDIT in documenting processes.
Required Skills/All Required Technologies:
- Education: BA/BS or 10 years of related experience.
Seven (7) years’ experience specializing in SDWIS, drinking water policy, and regulations. - Understands the Safe Drinking Water Act (SDWA) and primacy agency reporting requirements.
- Experience in SDWIS, including software updates.
- Extensive understanding of current Federal drinking water reporting requirements.
- Able to communicate concepts clearly and professionally to both technical and non-technical parties, including the customer.
- Excellent interpersonal and problem-solving skills.
- Superior oral and written communications skills.
- Ability to work in a team environment.
- Must work well under pressure.
- Strong customer service orientation.
- Solid organizational skills, including attention to detail and ability to multi-task
- Must have the ability to obtain and maintain a federal Public Trust security clearance (Agency Specific).
- U.S. citizenship is required.
- Self-starter/able to work independently and as part of a team.
- Available for meetings and conference calls based on East Coast time.
- Beneficial:
- Experience working on Federal Sector Contracts.
- Knowledge/experience with Compliance Monitoring Data Portal (CMDP)
- Preference to applicants who have been involved with pilot testing of EPA drinking water applications (CMDP, Business Rules Engine (BRE), SDWIS State, SDWIS Prime, etc.)
- Experience in providing SDWA or SDWIS support to users (i.e., fellow staff, regional office staff, customers)
The likely salary range for this position is $100,856 – $136,452. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
