Job Duties

The Department of Environmental Quality (DEQ) is seeking a qualified candidate to provide technical oversight and expertise to the Water Supply Planning Program, working as part of a team of water supply planners and data scientists to ensure statewide program effectiveness and consistency. Facilitates reporting of statewide water use, coordinates with other agency programs, and develops reports communicating current and future water supply and demands. Works to ensure adequate and safe water is available to all Virginians, while also encouraging, promoting, and protecting aquatic life, recreation, and other beneficial uses. Provides planning guidance and technical review of all local and/or regional planning documents necessary to manage the Commonwealth’s water resources. Assists localities in supplying information where deficiencies are identified in the submitted programs, working with clients to resolve issues efficiently, openly, fairly, and consistently. Involved in the development and delivery of outreach materials and presentations to increase awareness of water resources needs and goals of the Water Supply Planning Program.

Minimum Qualifications

• Knowledge of Environmental Planning and Water Resource Development Project principles and
practices.
• Knowledge of Virginia and federal environmental law and regulations.
• Ability to express ideas and concepts clearly and concisely, both orally and in writing.
• Knowledge, skills and abilities in project management and personal computer operations (including word processing, spreadsheets, and database management).
• Ability to read, interpret, and properly apply complex environmental policies, guidelines, and regulations.
• Knowledge of hydrology and hydrogeology principles.
• Ability to manage competing tasks and projects with competing timelines.

Additional Considerations

• Combination of education, training, or coursework in environmental planning, civil or environmental engineering, water resources management, or natural sciences.
• Familiarity with Virginia Groundwater Management Areas, Virginia Groundwater or Surface Water Permitting Programs.
• Familiarity with R and Python programming languages and use of relational databases.
• Familiarity with drought monitoring tools and strategies.
