Job Description

NRC Mali was established in 2013 and is currently implementing RRM, Education, Food Security and Livelihoods, Shelter/WASH and Information, Counselling and Legal Assistance (ICLA) projects in the central and northern provinces of the country. The Shelter/WASH programme has mainly been supporting the Education and RRM programmes with infrastructure (including latrines), however, NRC Mali would like to further develop the programme. As such, NRC Mali sees the need to assess the current status of the WASH/Shelter programme with a focus on programme strategy and funding opportunities.
Roles and Responsibilities
- Develop Core Competence (CC) strategy, technical Standard Operating Procedures (SOPs) / guidelines and Macro LFAs
- Compliance and adherence to NRC policies, CC tools, handbooks and guidelines
- Contribute to fundraising, develop and revise funding proposal, budgets and donor reports;
- Responsible of development and manage funding proposal, project budgets and donor reports
- Overall management of project staff
- Coordinate and manage WASH/Shelter project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements, including follow-up on WASH related aspects of COVID-19 response in country
- Ensure that the WASH/Shelter programme evolves to remain relevant to the changing context;
- Ensure that WASH/Shelter programme address’ both programmatic and relevant policy issues;
- Ensure strategic project / programme planning, resource mobilisation (including contributing to grant writing) and revising the project/programme as necessary throughout the project and programme life cycles;
- Follow-up and adapt the country COVID-19 response plan including IPC measures, distribution, assessment, communication, coordination, reporting;
- Lead the development of proposals and budgets and reporting for WASH projects in all area offices of Mali;
- Ensure workplans and spending plans are developed and maintain by supporting Project Coordinators, Managers and Area Managers;
Qualifications
- Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context

Relevant University degree
- Experience from working in complex and volatile contexts
- Experience with response to epidemics
- Technical WASH/ Shelter expertise (hardware and software)
- Documented results related to the position’s responsibilities
- Knowledge and skills in market analysis, cash-based interventions and market based programmes
- Knowledge and skills in behaviour change programme, hygiene promotion, community mobilisation
- Fluency in French, written and oral
- Fluency in English, both written and verbal
- Knowledge of the context in Mali is an asset
- Good knowledge of donor regulations

Duty station: Mopti, Mali with 60% travel to the field. This is a non-accompanied duty station
