The Oklahoma Water Resources Board is a state agency responsible for overseeing the complex mission of managing, monitoring, planning for and financing the state’s water resources and infrastructure towards reliable future supplies that support strong communities, commerce, and the environment. The agency is seeking a full-time Environmental Program Specialist to join our family of professionals in the Groundwater Monitoring Section in delivering exceptional services and expertise to Oklahomans.

Division: Water Assessment, Trends, and Environmental Research

Section: Groundwater

Location of Work: 3800 Classen Boulevard; Oklahoma City, OK  73118.

Trial Period: 12 months in accordance with (OAC) 260:130-19-30

Travel: Extensive statewide field work, training & conference attendance with extended day and overnight travel is required.

Water Assessment, Trends, and Environmental Research Division staff routinely collect physical, chemical, and biological data and conduct research to support data user and customer needs. Staff direct Oklahoma’s Beneficial Use Monitoring and Groundwater Monitoring and Assessment Programs to document beneficial use impairments, identify impairment sources, detect water quality trends, and provide data and technical support. Staff work with multiple partners at the federal, state, and local level in various data collection and analysis activities, including bathymetric mapping surveys, reliable yield studies, lacustrine wetland mapping, and water infrastructure mapping, and coordinate the statewide Cooperative Stream Gaging Program in partnership with the US Geological Survey.

Typical Job Functions:

  • Gathers, organizes, processes, and validates groundwater quality and quantity data or other types of data.
  • Collects water quality samples from various well and water types. Performs routine chemical tests of samples and prepares samples for transportation.
  • Operates field trucks, pumps, generators, and other field equipment. Maintain and calibrate various types of electronic and non-electronic equipment and sensors.
  • Performs aquifer tests such as slug and pump tests.
  • Enters data and manipulates spreadsheets from a variety of investigations and projects. Ensures that data is collected and analyzed in a scientifically defensible manner. Prepares summary reports.
  • Assists with the maintenance and update of OWRB’s discrete and continuous database. Monitors and maintains data flows.
  • Prepares, or reviews data summary reports of investigations, sampling, chemical analysis, or other related tasks.
  • Works with various Project Managers on project planning and implementation. Assists in grant acquisition and technical report
  • Perform/assist with varied complex environmental data analysis using statistical or spatial analysis software. Proficiency with R, Python, and/or GIS software (Arc Pro) is preferred but not required.
  • Other duties as assigned.

Knowledge, Skills, Abilities and Competencies:

Knowledge, skills and abilities required at this level include knowledge of the principles and practices of environmental science, geochemistry, geology, limnology, environmental quality; of geochemical, limnological, biological, microbiological, radiological and chemical analysis; of environmental problems; of sample collection; of laboratory methodologies; of water quality regulations; of hydrological and geological survey methods; and of the principles of ground and surface water hydrology, geochemistry and related geology. Ability is required to operate and maintain monitoring and detection equipment; to establish and maintain professional working relationships with others; to write technical reports; to read, follow, and write Standard Operating Procedures; to collect samples; to apply research methodologies; to communicate effectively, both orally and in writing; and to establish and maintain effective working relationships with others. Experience with GPS equipment and ArcGIS is preferred but not required. Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) is required. Experience with data analysis and related software is preferred but not required.

Education and Experience:

Level I – Education and Experience requirements at this level consist of a bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, agricultural science, environmental health or civil, agricultural, environmental, geological, or chemical engineering.

Level II – Education and Experience requirements at this level consist of a bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological, or chemical engineering plus one year of professional experience in one of the areas listed; or a master’s degree in a qualifying area.
