Objective and Purpose of the Assignment
  
To conduct and provide a comprehensive assessment of the ecological and water environment status and 
propose regulating measures for ecosystem restoration in Chao Lake basin.

Scope of Work
  
The specialist will have overall substantive responsibility for the effective and timely delivery of the 
research output. S/he will coordinate inputs with other team, ensuring report quality, overall technical 
guidance and financial management. S/he will coordinate with the project’s executive agency, provincial 
and county government for data collection and field visits, in liaison with ADB project officer.

Detailed Tasks and/or Expected Output
  
The specialist will perform the following tasks: 

(a)	Lead the research work in close collaboration with the Watershed Management and Lake Ecological 
Restoration Specialist.
(b)	Lead and conduct data collection and analysis to draft the study report. 
(c)	Coordinate and conduct field work activities with site visits at identified site locations in the 
Chao Lake’s watershed in close cooperation with PMO.
(d)	Secondary data collection from government agencies, research centers and statistic yearbooks; data 
analysis. 
(e)	Compilation of best practices from the literature available (including ADB reports, project’s phase 
one management practices, ADB projects, other MDBs and UN agency projects in Chao lake and other PRC 
lakes, etc.).
(f)	Consolidate the results and all research inputs in the project report.
(g)	Provide practical recommendations to be embedded in project design.

Minimum Qualification Requirements
  
The specialist should have (i) an advanced postgraduate degree (MSc or PhD) in environmental 
engineering, environmental science or related fields; (ii) at least 15 years’ experience in leading 
research projects on ecological restoration, lake’s nutrient pollutants control, technology research on 
algal/cyanobacteria bloom control, comprehensive lake basin management, engineering management, 
biodiversity restoration, water quality modelling; (iii) experience in advising the PRC government on 
ecological restoration projects; (iv) excellent written and oral communication skills in English and 
Chinese; (v) proven effective client management with the ability to work productively under a tight 
schedule with ADB and project’s stakeholders.
