Project Description:
The anticipated five-year, $25-50 million USAID Zambia Sustainable Water and Sanitation Partnerships Activity will enhance increase access to water and sanitation for residents in Zambia, as well as improve climate change adaptation in the WASH sector. The activity will achieve this through three key Objectives:
- Improving governance and management capacity for WASH at the subnational level
- Increasing access to sustainable water and sanitation services, including in institutional settings
- Increasing the resilience of water supply to climate change, disaster and public health emergencies
The Chief of Party (COP) will act as the primary point of contact for USAID/Zambia for day-to-day implementation and management matters relating to the contract. The Chief of Party will be responsible for ensuring adherence to USAID regulations, the contract, and Deloitte policies. This includes leading and overseeing all aspects of project strategy, development, implementation, review, surveillance, monitoring, and operations.
Position Description:
Deloitte is seeking a COP for the Zambia Sustainable Water and Sanitation Partnerships Activity. The COP’s role consists of managing a range of activities, with numerous counterparts and participants, and with primary responsibility for the completion of all deliverables and ensuring timely reporting to USAID. The COP is expected to be based in Lusaka, Zambia with the need to travel to provincial areas as part of program implementation.
This position is contingent upon award and funding.
Responsibilities:
Responsibilities include, but are not limited to:
- Responsible for overall management and vision of the project, including leading planning, oversight, and coordination of all project activities and personnel. Serves as the primary liaison between USAID/Zambia and Deloitte, managing overall client relationship and ensuring all contractual technical deliverables and reporting requirements are met and in compliance with contractual requirements and Deloitte standards
- Identify adjustments in scope and operations to ensure that the project adapts to changes in need and context
- Serve as the principal liaison with, senior government of Zambia stakeholders, USAID staff, international organizations, and private sector partners to exchange information and develop professional relationships and partnerships
- Effectively communicate in large public settings, as well as with senior government officials
- Ensure coherence and consistency under tight deadlines, including quality control, timeliness of all deliverables, and exceeding expectations within budget
- Ensure that managerial, administrative, and financial procedures comply with USAID policies and procedures, including preparation or supervision of work plans and financial, logistical, and other documents
- Ensure cross-cutting topics such as gender, youth, responsible digital technologies, and climate change are integrated into the project
Qualifications:
Minimum Qualification Requirements:
- Bachelor’s degree in relevant field and 15 years of progressively responsible international development experience or master’s degree in relevant field and 10 years of progressively responsible international development experience
- Background in technical disciplines such as: water, sanitation and hygiene (WASH) services, water and sanitation infrastructure and financial management, utility performance, climate resilience and/or other relevant technical area
- Proven leadership in the design, management, and implementation of similar sized programs
- Demonstrated ability to manage, coordinate, and motivate multi-cultural, multidisciplinary teams across multiple countries
Preferred Qualifications:
- Demonstrated experience managing USAID or similar programs in Africa
- Demonstrated experience working with donor funded organizations (USAID, Global Water Partnership, GIZ, UNDP, etc.)
- Progressive management experience in one or more technical disciplines such as: water, sanitation, and hygiene (WASH) services, utility performance, private sector engagement, climate resilience and/or other relevant technical area
- Extensive experience working with counterparts at various levels of government, private sector leaders, and other stakeholders in providing multi-faceted support for civil society engagement, capacity, and participation
- The ideal candidate will be from Zambia and have extensive experience in the region
