ASSIGNMENT: Senior Water Supply Design Engineer

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Second Water Sector Institutional Development Project (WSIDP-2) and intends to apply part of the proceeds for consulting services.

The Senior Water Supply Design Engineer will be hired to check and have an oversight of engineering designs prepared by the contractors/consultants under WSIDP 2 as well as under the project Climate Resilience and Water Security in Angola (RECLIMA), in close consultation with the FCMU-WB/AFD Coordination.

The Senior Water Supply Design Engineer shall provide technical advice and recommendations to FCMU-WB/AFD Coordination on all matters related to the design of all projects being implemented and supervised. Her/his role will include, amongst others, the following tasks:

• To control and ensure quality of engineering designs propose by Contractors/Consultants, according to applicable standards and regulations.
• Propose, in consultation with the FCMU-WB/AFD Coordination, the responses to the questions raised by Contractors/Consultants during the preparation of the engineering designs.
• To ensure a smooth coordination amongst the different parts involved in the preparation and approvals of the engineering designs
• Verify and advise on the needs for approvals of Government and Local authorities.
• Verify and propose the approval of any changes in the engineering designs during the project implementation.
• Provide technical inputs to the evaluation of works and consultancy packages as required by the Project.

The duration for the engagement will be a two-year period with possibility for extension upon satisfactory performance.

The Financial and Contract Management Unit (FCMU-WB/AFD) of the Ministry of Energy and Water (MINEA) now invites eligible individual consultants to indicate their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
