The International Finance Corporation (IFC); a member of the World Bank Group; is collaborating with the Government of Jordan (GoJ) and Miyahuna – the water utility in Amman; in preparation for a competitive tender to be issued by the GoJ for a Non-Revenue Water reduction project to be implemented by the private sector for about one third of Amman under a long term Performance Based Contract (PBC) (the Project). A Collaboration Agreement has been signed in June 2024 between IFC; the Ministry of Planning and International Cooperation and the Ministry of Water and Irrigation representing Miyahuna.IFC is seeking a technical advisory firm to support on and structuring PBCs / network management contracts with private sector participation in preparation for the competitive tender to be issued by the GoJ. As the Project will be a first in terms of including private sector financing for such a project in Jordan; experience in concessions / BOT is also valued. In addition; this advisory work will aim at:*Review of the technical report which has been prepared for the feasibility of the Project.*Perform an exhaustive analysis of the existing and potential impact of low water availability on the considered PBC / network management contract; and provide recommendation to secure its viability.*Provide the technical data needed for the financial model (modelling to be conducted by a financial advisor) and verify that technical aspects are correctly modeled in the financial model.*Support for payment mechanism design (opex/capex/performance).*Definition of the NRW measurement and performance assessment mechanism.*Preparation of technical specifications for the PBC document.*Providing overall advice on PBC design.*Attend meetings with IFC; GoJ counterparts; Miyahuna and their advisors; and other consultants to negotiate draft PBC project agreements and support the preparation of final versions of PBC project agreements to be included in the tender; and any other activity as needed.*Participate to the private sector market sounding to be organized; present technical aspects of the Project and its documents to the private sector and gather feedback.*Preparation / support for prequalification criteria and bid structure and ensure that; from a technical perspective; the tender documents are bankable by IFC and other IFIs; and that the implementation of the Project post tendering is correctly reflected in those tender documents.The objective of the Project is to (i) generate significant water savings; (ii) pioneer an innovative and replicable financing model in NRW for PSP; (iii) improve the water sector sustainability in the context of increasing reliance on desalinated water and (iv) yield climate benefits.
