Summary
This position is a Hydrologist, GS- 1315-11/12 working in Reno, Nevada for the R8-Reno Fish and Wildlife Office.

Duties
As a Hydrologist your duties will include, but are not limited to, the following:
- Serves as a project leader or senior project member for complete hydrologic investigations by planning, conducting, and reporting on interpretive studies. Modifies established hydrologic techniques or procedures.
- Plans, performs, coordinates and directs comprehensive hydrologic studies of hydrologic systems in accordance with and applicable authorizations, policy, and regulatory requirements.
- Develops, modifies, and utilizes relational databases and related applications to maintain hydrologic data for conducting operational support and planning analyses.
- Works on complex or controversial water issues whose solutions require a proven understanding of hydrology and one or more related disciplines such as hydraulics, geology, ecology, geochemistry, and the complexities of ground or surface water flow.
- Conducts planning, review, and evaluation of multi-basin, multi-aquifer investigations which includes predictive water quantity and quality numerical modeling and adherence to all management-based water resource policies.
- Works with Federal, State, local and/or tribal land managers to ensure water resources management practices are consistent with Clean Water Act, Safe Drinking Water Act, Federal Land Management Policy Act, and the National Environmental Policy Act, state laws, and various regional, State, Federal, and local policies and procedural guidance and with Interior Board of Land Appeal decisions.

Qualifications
Only experience and education obtained by 08/22/2024 will be considered.
In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.
OR
Possess a combination of education and experience — course work as shown in A above, plus appropriate experience or additional education. Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. The following is illustrative of acceptable experience: field or laboratory work that would require application of hydrologic theory and related sciences such as geology, geo-chemistry, geophysics, or civil engineering to making observations, taking samples, operating instruments, assembling data from source materials, analyzing and interpreting data, and reporting findings orally and in writing. In some cases, professional scientific experience that is not clearly water resource experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience. NOTE: Your resume must contain sufficient detail documenting this experience to meet this standard.
Minimum Qualification [GS-11]:
1. One year of specialized experience comparable in scope and responsibility to the next lowest grade level (GS-09) or equivalent
equivalent in the Federal Service performing work in or directly related to hydrology, water conservation, fluvial geomorphology, water resource management, etc. Examples of qualifying specialized experience may include: 1) assisting with planning and conducting hydrologic investigations, including compilation, analysis, and interpretation of hydrological or hydrogeological data; 2) Measuring and monitoring the quantity of water flow or water volume in surface or ground water supplies; 3) using computer programs, hydrologic models, geospatial water resources information, and/or empirical data to predict hydrologic changes or effects. 4) Evaluating data, identifying trends in the quantity and movement of water, and provide oral and written feedback on the results. 5) assist with preparation of scientific reports with appropriate data in their interpretation. NOTE: Your resume must contain sufficient information in these areas to be found qualified.
OR
2. Possess a Ph.D. or equivalent doctoral degree, OR 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree, in a discipline directly related to the work of the position.

3. Possess a combination of qualifying specialized experience and qualifying graduate education (both as described above) that, when computed as percentages of their respective requirements, equals at least 100% when combined. Only education beyond the second graduate year (36 semesters) is creditable using this method.
Minimum Qualification [GS-12]:
One year of specialized experience comparable in scope and responsibility to the next lowest grade level (GS-11) or equivalent in the Federal Service performing work in or directly related to hydrology, water conservation, fluvial geomorphology, water resource management, etc. Examples of qualifying specialized experience may include: 1) planning, developing, and executing hydrologic or hydrogeologic investigations, 2) leading projects involving the compilation, analysis, and interpretation of hydrological or hydrogeologic data and information 3) preparing scientific reports with appropriate data in their interpretation; 4) compilation or interpretation of water resources information for application in government policy, regulation, or legal proceedings; 5) predict hydrologic or hydrogeologic changes by utilizing computer programs and hydrologic or hydrogeologic models, statistical models, or empirical techniques. NOTE: Your resume must contain sufficient information in these areas to be found qualified.

- Knowledge of hydrologic and hydrogeologic sciences, methods and techniques and water management practices and procedures as well as broad and varied hydrologic study techniques.
- Knowledge of related fields such as hydraulics, engineering, geology, geochemistry, biology, or soil sciences sufficient to incorporate considerations from these disciplines in the review and study of water management problems, plans, and activities.
- Knowledge of applicable Federal statues, State, local and municipal laws related to ground and surface water, water quality, and water availability.
