Introduction

The Wisconsin Department of Natural Resources (DNR) is hiring their Watershed Management Bureau Director in the Division of External Services. We are seeking a leader to guide our diverse group of engineers, permitting staff, and water resource professionals across the urban stormwater and agricultural runoff and permitting programs for the protection of human health and water resources.

This position may be headquartered in any DNR office throughout WI, depending on space availability and the location of the selected candidate.

Remote work may be available for a portion of the work week, after the initial onboarding period.

Position Summary

This position is responsible for administering all aspects of implementation and evaluation of programs to ensure conformance with state and federal laws, development of all administrative rules and associate policies for the programs within Watershed Management. The three focus areas in Watershed Management include urban stormwater permitting and nonpoint pollution abatement, permitting for concentrated animal feeding operations (CAFOs), and agricultural nonpoint pollution abatement.

Salary Information

Starting pay for this position is between $53.50 to $58.00 per hour (or $111,280.00 to $120,640.00 annually), in addition to excellent benefits.

This position is not represented by a collective bargaining unit. Pay on appointment will follow the provisions of the State of Wisconsin Compensation Plan.

This position is included in the classification Natural Resources Manager within pay schedule/range 81-01. A two-year Career Executive trial period may be required.

Qualifications

Required qualifications include experience with the following:

  • Working as a formal supervisor (e.g., hiring, advising, coaching and/or mentoring staff, assigning work, etc.)
  • Developing and administering policies or regulatory procedures (e.g., drafting, analyzing, public participation, and/or implementation)
  • Collaborating across organizations or groups from a wide variety of backgrounds to accomplish a goal (e.g., internal partners, regulated parties, counterpart state & federal agencies, tribal governments, legislators, trade associations, NGO’s and advocacy groups, etc.)

Preferred qualifications include any of the following criteria:

  • Professional experience working with urban stormwater and/or agricultural nonpoint pollution abatement or permitting programs
  • Experience developing, implementing and tracking budgets (e.g., resource allocation, work planning, project initiation, etc.)
  • Experience directly managing supervisors
