Organisation overview:
| In late 2021 Self Help Africa (SHA) and United Purpose (UP) merged. The two organizations – one headquartered in Ireland and the other in Wales (UK) – implement projects to end extreme hunger and poverty. In early 2023 we launched a new five-year organisation strategy, which defines shared mission as the alleviation of hunger, poverty, social inequality, and the impact of climate change through community-led, market-based, and enterprise-focused approaches, so that people can have access to nutritious food, clean water, decent employment, and incomes, while sustaining natural resources. Our wider organisation also includes social enterprise subsidiaries Partner Africa, which provides ethical auditing and consultancy services, TruTrade, an innovative trading platform in Kenya, and CUMO, Malawi’s largest micro-finance provider. UP/SHA works across 14 countries in Africa, Asia and South America. Key programming sectors include Agriculture and food security; nutrition; climate and environment; enterprise; energy; and Water Sanitation Hygiene (WASH) and Waste Management. Governance, social accountability and gender are key cross-cutting themes of our work.
Within WASH & Waste, UP/SHA has to date reached over 5 million people with clean water, over 5 million people live in communities with improved sanitation, and we have a current portfolio spanning ~25 projects across 10 countries. UP/SHA launched it’s Global WASH Strategy (see here) in 2023, which highlights our strategic approaches including systems strengthening, market based approaches, community-led approaches, as well as the role of innovation in service delivery and financing models, to achieve sustainable and inclusive WASH and waste services, at scale.
United Purpose (formerly known as Concern Universal) has been present in Mozambique since 1996, and has been working in WASH since 2004. UP/SHA is one of the main INGOs operating in Niassa province, with the Country office located in Lichinga since 1996 (we also have offices in Maputo and Manica /Chimoio).
As UP Mozambique’s WASH and Waste portfolio grows in Niassa, we seek a coordinator with wash/waste enterprise expertise, and ability to speak English and to work collaboratively with government and strategic non-governmental collaborators, to help deliver an exciting and progressive urban and rural WASH and waste initiative in Lichinga. |
Job Purpose:
| S/he would be the Coordinator of the ‘F3S’ program, which includes Lichinga rural district focussed WASH systems strengthening and strategic planning, as well as an enterprise pilot component, focussed on Lichinga municipality, looking at Market Based Sanitation as a strategy to improve household sanitation, and improving waste management (particularly organic waste), to encourage circular economy (waste to briquettes, waste to agricultural inputs). The Coordinator of the F3S project has the role of leading the implementation process of the project in order to ensure the development and operationalisation of the District water and sanitation masterplan of the rural District of Lichinga (together with associated systems strengthening), Improvement of the sanitation market at the level of the city of Lichinga and the creation of an enterprise model for urban solid waste in the Municipality of the city of Lichinga. S/he would work together with the project officer working on the rural component of the program, whilst leading the urban enterprise component, and coordinating the program overall, under the guidance and direction of the Mozambique Head of Programs, and with technical support from the Global WASH team of SHA/UP. S/he should use management, strategic implementation, advocacy and lobbying capabilities to ensure the building of partnerships and alliances with key local actors including government. S/he should also work for strategic influence of the NGO and private sector, in strengthening WASH and waste system in Lichinga, and supporting the evolution of viable and inclusive enterprise in environmental sanitation, thus contributing to a broader reduction of poverty and human development. S/he will be responsible for managing resources available to the project. |
Key Responsibilities:
| · Lead on the design and implementation of the market-based sanitation and waste enterprise pilot, working closely with the municipality, local private sector, and co-creating ideas together with UP country colleagues, supported by UP/SHA’s global technical advisors on WASH/Waste, Energy and Enterprise. · Oversee, advise on and support the systems strengthening and strategic WASH planning work in Lichinga district · Facilitate the development of strategic relationships between key WASH stakeholders to support the development of the district water and sanitation plan, implementation of systems strengthening and waste management interventions · Actively seek synergies and collaboration with, learning from, and influence on, other WASH programs and actors in Niassa Province, for maximum impact of F3S and UP/SHA’s wider work in the province. · Effectively and efficiently manage the project’s financial resources, and plan and monitor the project activities · Prepare monthly and annual project reports, and represent the F3S project on internal calls at the country level and with the Headquarter/regional team · Undertake advocacy, policy and strengthening of the water sector (Government, private sector and other key actors at the local level). · Support data collection for monitoring and evaluation, and share learning internally and with the wider sector, when requested · Engage in GBV prevention and response activities. · Obtain consents for the collection of information and explain the safeguarding procedures to the project participants – update of the reporting channels; · Participate in coordination meetings and implement the institution’s data protection measures. · Input into proposal and budget design as / when requested |

Knowledge, Experience and Other Requirements | ü The candidate must be a Mozambique national due to quotas stipulated by the Ministry of Foreign Affairs ü An entrepreneurial mindset and experience in enterprise-based approaches (in WASH or non-WASH sectors), open minded, willing/able to learn quickly ü Good level of spoken and written English (this will be tested for shortlisted candidates), fluency in Portuguese, and local languages a plus ü Experience in WASH required, ideally but not necessarily including urban / peri-urban contexts ü Understanding of, or experience in, waste management (and related circular economy – waste to agriculture or energy inputs), market based sanitation, and systems strengthening, an advantage but not essential ü Degree in WASH / waste / environment / enterprise related subject, or technical high school level in related areas ü Minimum of 3 years of proven experience ü Proven experience coordinating / managing projects ü Willingness to be based in Lichinga required, work experience in Niassa or in the North of the country useful but not essential ü Adhere to and identify with the values of SHA/UP |
