GENERAL DESCRIPTION:
Plans, organizes, and directs the Ground Water Division of the Wyoming State Engineer’s Office which is responsible for reviewing permit applications to put groundwater of the state to a beneficial use.
The mission of the Wyoming State Engineer’s Office and Board of Control is to provide for the general supervision and protection of both inter-and intra-state water of this state, including the appropriation, distribution, and application to beneficial use of water as provided under the prior appropriation doctrine while maintaining the flexibility within that framework to meet the changing needs of the citizens of Wyoming.
This is an at-will position and serves at the pleasure of the State Engineer.
This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range, and the Medicine Bow National Forest, and home to world-class rock climbing at Vedauwoo. Also, the location provides convenient access to the Colorado Front Range communities, including Fort Collins, Denver, and Denver International Airport. ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
- Develop and implement permit conditions, rules, and policies to conserve the groundwater resource and mitigate impacts to existing appropriators.
- Reviews technical work related to groundwater permit applications and water rights petitions to ensure compliance with Wyoming statutes, compacts, decrees, and agency regulations.
- Reviews, analyzes, and prepares technical reports and detailed correspondence regarding technical issues.
- Coordinates and collaborates with public, agencies, other state agencies, and federal agencies in groundwater-related issues.
- Resolves problems, discrepancies, and deficiencies on petitions, applications, maps, and reports in accordance with Wyoming law, rules, and regulations.
- Develops, leads, counsels, and evaluates performance of employees.
- Develop and manage the Division budgets.
Qualifications
PREFERENCES/**AGENCY REQUIREMENTS:
**Professional Engineer’s (PE) OR Professional Geologist (PG) License is preferred**
Preference will be given to candidates with a Bachelor’s degree in civil, geologic, hydrologic engineering, geology, hydrology, geohydrology, or water resource sciences, plus 4 years of professional work experience in geologic or hydrologic analysis, irrigation management, or water rights administration.
Preference will be given to candidates with two (2) years of supervisory or management responsibility.
KNOWLEDGE:
- Knowledge of Wyoming water law, rules and regulations of the State Engineer and State Board of Control, and water rights filing and change request procedures; drainage basin hydrology; geohydrology; public lands survey system; irrigation principles and practices; land use planning; state and federal employment and labor laws and compliance requirements; function and procedures of the Wyoming Legislature.
- Must possess good leadership, work management, personnel management, public relations, and interpersonal skills.
- Must possess a high level of speaking skills, including verbal, written, listening, and public speaking.
- Must have skills in budget preparation and fiscal control.
- Must have skills in decision-making, policy implementation, and evaluation.
- Must be able to direct and supervise the work of personnel to accomplish established goals and objectives.
- Must have knowledge of industry needs, trends and concepts, and computer applications (word processing, database, spreadsheet, presentation, and GIS software).
- Ability to identify issues, obtain relevant information, and identify alternative solutions.
- Develop collaborative relationships to facilitate the accomplishment of work goals and to build strategic relationships among people, work groups, and divisions; deal with others in difficult and complex situations to achieve resolution or adherence to laws, rules, and regulations; present and convey information clearly and concisely to groups or individuals verbally, electronically and in writing to ensure they understand the information.
MINIMUM QUALIFICATIONS:
Education:
Bachelor’s Degree (typically in The Sciences)
Experience:
3-5 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor
OR
Education & Experience Substitution:
6-8 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor
