The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is based in UNEP’s Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand. Under the overall supervision of the Regional Director and direct supervision of the Deputy Regional Director the incumbent will be responsible for the following duties:

Responsibilities

• Support the implementation of programmes, projects and activities in the Northeast Asia sub region (Democratic People’s Republic of Korea, Republic of Korea, China. Mongolia and Japan); Identify needs of the countries in the region including capacity building, policy development and opportunities, and financing. Foster the formation of new partnerships, including the private sector and sub regional environmental regimes for the implementation of UNEP’s Programme of Work and Medium Term Strategy and assist in negotiations for their establishment where relevant; Undertake resource mobilization from the countries of the Asia and Pacific region for the implementation of UNEP’s work, especially in the Northeast Asia agencies in the sub region; Support the implementation of UNEP MOUs with partner agencies in the sub-region; Enhance UNEP’s engagements by facilitating or representing the organization in relevant sub-regional fora and UNEP-organized meetings and events. • Liaise closely with the government of the Republic of Korea (ROK) to enhance the relationship between UNEP and the government; Coordinate and support the implementation of the agreements with the ROK government, facilitate the development and implementation of projects and activities which include promoting sustainable consumption and production, sustainable public procurement in the Asia-Pacific region, supporting the countries of the region in preparing Green Climate Fund (GCF) proposals, contributing to the development of the Partnership for Action on Green Economy (PAGE) in the region, and coordinating joint workshops and fora that are supported by the ROK government and other collaborating ROK partners (Korea Environment Institute, Korea Environmental Industry and Technology Institute, Korea International Cooperation Agency); Identify, analyze and update UNEP on new funding opportunities; Work with the ROK Government on materializing and increasing their annual contributions to UNEP, including the Environment Fund. • Undertake environmental intelligence gathering and service the information needs of UNEP; Collect and analyze information on regional environmental matters on emerging issues including, interalia, transboundary air pollution, waste management, resource efficiency and sustainable consumption and production, and other issues relevant to the environmental dimension of the SDGs; Provide advice on policy options and political, social and economic developments in the sub-region affecting UNEP’s work; Coordinate the development of up-to-date thematic and country files including political and economic development priorities; Broaden the base of information and provide regular reporting and analysis on matters of relevance to UNEP. • Maintain a close working relationship with governments, intergovernmental bodies, academic and research institutions and other UNEP partners in Northeast Asia; Support the development of strategic inputs to and the organization and running of strategic forums including UN Environment Assembly (UNEA), the Forum of Ministers and Environment Authorities of Asia Pacific Ministerial and other regional meetings in the context of the SDGs; Organize regular consultations between UNEP and the countries of the sub region; Undertake any other tasks assigned by the Regional Director. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

Education

Advanced university degree (Master’s degree or equivalent) in economics/political science, environmental studies, international relations, public administration or related area is required. A first-level university degree in combination with two additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an desirable.

Work Experience

A minimum of ten (10) years of progressively responsible experience in the field of national and international environmental management or related area is required. At least five (5) years of experience working on environmental policy matters at governmental or multilateral level in the North East Asia sub-region is desirable. Experience in programme and projects design, development and implementation using results framework is desirable. Experience with UN organizations and/or other similar international organizations is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.

Appointment against this position is for an initial period of one year and may be subject to extension.
