The Senior Water Resources Engineer is responsible for providing engineering leadership associated with development review, surface water modelling, and general engineering services for CLOCA.
The Central Lake Ontario Conservation Authority (CLOCA) is a community-based agency that works in partnership with watershed municipalities to protect the natural environment, including flooding and erosion hazards. CLOCA provides environmental services within the Region of Durham, from the Oak Ridges Moraine to Lake Ontario – from Ajax/Pickering in the west to Clarington in the east. CLOCA encompasses a 627 sq. km mix of rural and rapidly growing urban landscapes.
Reporting to the Director, Engineering, Field Operations and Education, the Senior Water Resources Engineer is responsible for providing engineering leadership associated with development review, surface water modelling, and general engineering services for CLOCA.
Responsibilities:
Surface Water and Natural Hazard Management
- Develops hydrologic, hydraulic, and flood plain mapping projects, coordinating internal staff, or consultants.
- Delineates watershed and hydrologic catchments from various sources of information including topographic mapping, storm design plans, etc.
- Collects required data and computes hydrologic parameters for the development of surface water quality and quantity models, with assistance from Geographical Information Systems.
- Develops rainfall hyetographs using IDF curves and historic information.
- Develops, runs, and assesses hydrologic models such as Visual Otthymo, and PCSWMM.
- Interprets model outputs.
- Conducts hydraulic assessments using open and pressure flow calculations and software including FlowMaster, CulvertMaster, HEC-2, and HEC-Ras/HEC-Geo Ras.
- Conducts stream and valley erosion assessments including meander belt assessments, rapid stream assessments, and confined valley erosion assessments.
- Compiles and maintains/updates corporate floodplain and erosion hazard mapping.
- Leads technical studies and projects including project management and contract administration. Develops project budgets and identifies priorities for consideration by the Director for annual budget process, administers project billing and assumes responsibility for completing projects within budget and timelines.
- Prepares reports under the Director’s supervision for the CLOCA Board of Directors and attends meetings to respond to reports.
- Represents the Authority at public meetings, making presentations, and answering public questions and inquiries.
- Compiles and maintains/updates corporate floodplain mapping.
Plan Review
- Reviews and analyzes technical and engineering information in development plans ensuring compliance with generally accepted engineering standards, with attention to stormwater management and natural hazards. Assesses information from reports related to Low Impact Development, stormwater management quantity and quality, water balance, hydrogeology, fluvial geomorphology, flooding, and erosion; and submits comments and recommendations to CLOCA planning staff.
- Reviews plans ensuring adherence to environmental hazard protection limits.
- Reviews technical components of development applications providing information and advice to Planning and Regulation staff.
- Liaises with engineering consultants discussing problems and resolutions.
- Participates in site visits with planning staff to aid in identification of natural hazard features, drainage/stormwater management requirements, and erosion and sediment control issues.
- Develops and maintains policies and guidelines for administration of stormwater management and natural hazard programs.
- Represents the Authority at Hearings and legal proceedings.
Flood Forecasting and Warning System
- Assists in the technical support of water monitoring and data collection programs through equipment installation, repair and maintenance, data retrieval, completion of stream surveys, flow measurements, rating curve development and model calibration.
- Analyses water monitoring data including stream level, stream flow, and rainfall, and develops rating curves.
- Acts as a Flood Forecasting and Warning Alternate and remains current on the FFW system.
- Provides “on-call” service, monitoring weather forecasts, watershed conditions, and issuing flood messaging, as required.
Surface Water Quality Monitoring
- Participates in collection of surface water samples for the Provincial Water Quality Monitoring Network, and other surface water quality monitoring programs.
- Manages lab submission process and water quality data.
- Selects equipment, conduct installation and maintenance of stream flow gauging related to water quality sampling, and complete analysis of water level/flow rating curves.
Other
- Complies with CLOCA policies, procedures, vision, and fundamentals.
- Participates as a member of various internal and external committees as required.
- Leads capital projects for both Engineering Services (i.e. erosion, flooding, stream flows, precipitation, hydrogeology, hydrology, hydraulics, soils, geology, and geomorphology), and Conservation Areas (ie: public use system design, contract administration, and construction inspection).
- Leads staff including supervision of summer students.
- Performs other tasks as assigned by management.
EFFORT
1. Uses technical manuals and reports to resolve problems and prepare documents and models.
2. Sits at a desk the 80% of time, site inspections and field visits to obtain required data.
Qualifications:
1. Post-secondary education in a Water Resources or Environmental Engineering field and ten years related experience or equivalent combination of education and experience.
2. Professional Engineer designation with Professional Engineers of Ontario.
3. Ability to operate a computer and associated software, plus a printer and other common office equipment.
4. Knowledge of standard hydrologic and hydraulic modelling packages; understanding of and ability to use surface water modelling packages and ESRI GIS products.
5. Ability to use gauges, scales, ground and water survey equipment and ability to operate a computer and associated software, plus a printer and other common office equipment.
6. Knowledge of watershed ecosystems and watershed planning processes.
7. Good analytical, communication and organizational skills.
8. Ability to act tactfully and professionally.
9. Ability to adapt to a variety of changing priorities within the job.
10. A valid Class “G” Driver’s License maintained in good standing.
11. Knowledge and understanding of, and ability to apply safety policies, standards, and legislation (Ontario Occupational Health & Safety Act, WHMIS, First-Aid and CPR).
WORKING CONDITIONS
1. Works in an office (80% of the time) and outside (20% of the time) with exposure to inclement weather conditions and working around water and stream systems.
2. Some exposure to hazards such as fast flowing water, snow, and ice, falling and sharp tools/instruments, at times dealing with tense situations with external clients.
Wages and Benefits:
$87,250 – $106,150; 35 hours per week, benefits package; flexible/hybrid work arrangements available after successful completion of a probationary period.
