1. Background of the Project
The Federal Government of Somalia is working closely with the World Bank and other development partners to improve the production of and access to weather, climate and water (‘hydromet’) services, in order to address key development challenges. These challenges include the exposure and vulnerability to weather-related hazards, notably devastating droughts and floods. The Government has recently developed a National Hydromet Services Policy which directly supports the implementation of the Somalia National Development Plan 2020 – 2024 or the 9th National Development Plan (NDP-9) and the National Water Resources Strategy for Somalia and specifically links to support the establishment of a National Meteorological and Hydrological Service (NMHS).
The Ministry of Energy and Water Resources (MoEWR) has made great efforts to strengthen inter-ministerial and intra-state cooperation and coordination of the water resources sector. The MoEWR is responsible for developing, directing, and coordinating the country’s water resources management and planning. The ministry is working closely with FGS and FMS ministries, research and academic institutions, private sector and civil society actors and international cooperating partners although this effort needs more enhancement. MoEWR is also chair of the Hydromet Working Group.
In light of the Government of Somalia’s efforts to improve hydromet services, with support from the World Bank through the SCRP Project, a senior technical Hydrological and Hydraulic modeling advisor is required to provide technical advice to the MoEWR.
2. Objectives
The principal objective of this consultancy is to provide technical support and advice to the Federal Government of Somalia through the Hydromet Working Group. The technical support and service will focus primarily on activities related to investments under the Somalia Crisis Recovery Project, and will cover aspects such as the procurement and management of the national hydromet observing networks, forecasting and early warning systems, and services delivery systems. While the main stakeholder will be the HWG which exists under the Federal Government, technical support and advice will also be provided, when necessary, to other stakeholders at the Federal Member State (FMS) level. 3. Selection Criteria:
The selection shall be based on the qualification, experience, and skills of the candidate followed by an interview. The qualifications, experience, and competencies include:
- Master’s degree or higher in Civil Engineering, Water Resources Engineering, hydrometeorology, hydrology, geo-information or related fields.
- Specialization in a Hydrometeorology related sector with over 10 years of practical experience in managing operational meteorological and/or hydrological institutions at national and/or regional/international level.
- Extensive experience in developing and running hydrologic and hydraulic models to support flood emergency management and develop flood hazard risk maps. Experience in developing regional scale hydrologic studies is advantageous.
- Expert in developing riverine and urban flash flood hydrologic and hydraulic models to identify flood hazard areas. Experience in both 1D and 2D hydraulic models based on the site physical characteristics.
- Experience in conducting training and hands on workshops to assist with the training of in-house MoEWR staff.
- Experience in conducting comprehensive assessments related to meteorology, hydrology, and climate service development is advantageous.
- The consultant should have the following competencies: results-oriented; excellent analytical skills; excellent managerial skills; excellent presentation and facilitation skills; strongly developed problem-solving and decision-making skills; planning and organization skills and proven experience in teamwork;
- Excellent interpersonal and teamwork skills;
- Good communication and presentation skills as well as computer literacy are required;
- Knowledge of Somalia, both in terms of climate and institutions, experience working in Somalia would be highly desirable.
4. Duration of Service
The contract is valid for 8 months of which the consultant performance will be evaluated by the supervisor upon the completion of first 30 working days on the contract. The performance evaluation must yield satisfactory results or the contract will be terminated based on the recommendation of supervisor
5. Reporting Obligations
Supervision and follow-up will be carried out by the Ministry of Energy and Water Resource and the reporting of the delivered tasks will be submitted to the MoEWR. The consultant will report to Ministry of Energy and Water Resource (MoEWR) on a routine basis and coordinate efforts to match the timelines of the assignment. The consultant will work in close collaboration with other MoEWR experts. All deliverables will be presented for comments and inputs to MoEWR technical task team and should be considered by the consultant.
6. Duty Station
The duty station will be Home based with travel to Somalia. The expected places of travel within Somalia to be determined by the supervisor.
7. The Federal Ministry of Finance now invites eligible Individual Consultants to indicate their interest in providing these services. Interested consultants must provide the following (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating why they are qualified to perform the services.
8. Submission Requirements: The attention of interested Consultants is drawn to paragraphs 3.14 and 3.21 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020 and September 2023 (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and eligibility.
A Consultant will be selected in accordance with the Individual Consultants selection method set out in the “Procurement Regulations”.
