Chemonics seeks a Water Resource Management Director for the anticipated four-year, $25-50 Million Zambia Sustainable Water Sanitation and Hygiene Partnerships Activity.
The Water Resource Management Director will support the improvement of the resilience and sustainability of the water supply. They will supervise all water resource management activities and work in collaboration with the other objective leads. We anticipate that the position will be based in Lusaka, Zambia and will report to the Chief of Party. Illustrative Responsibilities:
- Provide technical leadership for sustainable WRM, including watersheds, multiple uses of water, small scale irrigation, water governance, service provision, operations, maintenance, life cycle costing, water systems strengthening, water quality, and infrastructure
- Coordinate the rollout of technical activities, including an integrated water resources management plan, and water resource management strategy
- Support the development of sustainable strategies and protocols to support water resources management processes, integrated water planning and decision-making, and groundwater monitoring and management
- Provide capacity strengthening for local stakeholders to foster inclusive dialogue and use participatory methods in water resource planning and decision making
- Increase availability, efficient use and equity of sustainable water resources
- Assist technical capacity building staff to develop training materials that demonstrate how to increase water availability through water saving technologies and by increasing the effectiveness of water use
- Work with local authorities and representatives of different water user groups and other stakeholders to determine water needs and water allocation methods
Qualifications:
- Advanced degree in hydrogeology, engineering, water and natural resource management, or an equivalent combination of education and work experience in a related field; Bachelor’s degree required
- A minimum of 7 years’ of direct experience in water resource management, water quality assurance, planning, design, and construction oversight for water supply and treatment and sanitation infrastructures in rural and peri-urban, environments
- In-depth knowledge of the WASH-sector, including WASH design, implementation, and management of Rural WASH programs
- Demonstrated experience in institutional strengthening and partnership building
- Prior experience supervising engineering and technical teams across multiple projects
- Excellent communication, management, planning, and coordination skills required
- Demonstrated capacity to work independently and in a collaborative environment
- Established working relationships with various key stakeholder organizations highly preferred
- Experience on USAID projects is preferred
- Zambia nationals are strongly encouraged to apply
