The Idaho Transportation Department (ITD) is currently hiring a Clean Water Permitting Act Specialist (Senior Environmental Planner classification) to provide environmental support and NEPA compliance for transportation projects for our Headquarters located in Boise, ID. This position will work as a member of a team of environmental and engineering professionals to deliver Federal-aid and State-aid, highway, bridge and other transportation construction projects (linear) in Idaho. This position will focus on the required Clean Water Act permits (404) as well as water quality certifications (401) needed for completing the environmental processes required to comply with NEPA, deliver, and construct statewide projects. This position requires working in a deadline driven environment, balancing multiple priorities, and engaging in complex problem solving while providing support to operational staff in environmental compliance.*Occasional fieldwork and travel may be required.
Example of Duties
- Expect to function as Clean Water Act permitting specialist.
- Coordinate with the state agencies, federal agencies, tribal staff and other consulting parties as needed.
- Review, recommend, author, implement procedures, policy and guidance.
- Review, interpret and recommend comments on proposed rulemaking.
- Conduct compliance monitoring.
- Develop process improvement and/or streamlining tools.
- Develop or support training and/or presentations.
- Develop and negotiate interagency agreements.
- Implement, track and report performance measures.
- Expect to do work related to NEPA including wetlands, water quality, and permitting.
- Expect to work on both projects and program level activities.
- Serve as a subject matter expert.
- Serve as technical support to the Federal Highway Administration, ITD, or local government staff in environmental resource areas.
- As an independent peer reviewer, provide project document quality control, review for sufficiency, technical accuracy and compliance with ITD procedures and state and federal regulatory requirements.
- Program level activities may include, but not be limited to:
- Coordinate with the state agencies, federal agencies, tribal staff and other consulting parties as needed.
- Review, recommend, author, implement procedures, policy and guidance.
- Review, interpret and recommend comments on proposed rulemaking.
- Conduct compliance monitoring.
- Develop process improvement and/or streamlining tools.

Minimum Qualifications: **You must possess all the minimum qualifications below to pass the exam for this position. - Valid Driver’s License
Considerable knowledge of: This is typically gained by at least eight years of work experience with the below skills OR a Bachelor’s degree in planning, landscape architecture, physical or life science or a related degree and four years of experience.
- Environmental concepts and principles.
- Environmental planning methods and impacts associated with transportation project location, design, and construction.
- Methods involved in collecting, analyzing, and organizing data.
Some knowledge of:
- Engineering concepts relating to environmental planning typically gained by 6 months’ work experience involving engineering concepts relating to environmental planning.
Experience:
- Making public presentations of technical study findings: Minimum requirement met by at least six (6) months of full-time professional work experience making public presentations; OR at least 16 hours of professional training in making public presentations.
- Developing plans for mitigation measures: Minimum requirement met by through 6 months experience developing plans for mitigation measures.
Desired Qualifications: Minimum requirement met by 1 year of experience for the following.
- Experience in interpreting and applying NEPA regulations.
- Experience in linear transportation projects.
- Experience in dealing with federal agencies.
- Experience in interpreting and applying US Army Corps of Engineers Section 404 Permits and regulations.
- Experience in interpreting and applying water quality regulations.
