Position:
The Idaho Department of Environmental Quality (DEQ) is hiring a Water Quality Analyst 3 for the Pocatello Regional Office.
Salary Range: $29.75 – $33.71
Responsibilities:
· Lead and assist total maximum daily load (TMDL) program related duties:
– Lead monitoring of the American Falls/Snake River and Blackfoot River Watershed TMDLs.
– Conduct sampling, data management, and reporting.
– Coordinate sampling and related activities in the watershed with surface water staff, Idaho Fish and Game, Bureau of Reclamation, and other agencies.
– Assist with the Portneuf River Watershed and Bear River Watershed TMDLs.
– Participate in the Environmental Coordination Committee related to the Bear River Hydroelectric Project Settlement Agreement as subject matter expert and member alternate.
· Participate in Integrated Report Stream Assessment activities.
· Act as the Stream Alteration Clean Water Act (CWA) 401 Certification Coordinator:
– Coordinate with Army Corps of Engineers and Idaho Department of Water Resources on providing required permitting for activities related to restoration or other work within the ordinary high-water mark of waters of the United States.
– Write CWA 401 certifications.
– Conduct review of projects post completion to verify permit requirements are met.
· Attend to Federal Energy Regulatory Commission and CWA 401–404 related duties:
– Provide technical support for decisions pertaining to relicensing of hydroelectric projects.
– Develop along with supervisor the 401 Certifications for hydroelectric projects.
· Manage the surface water lab:
– Coordinate purchasing of lab and sampling equipment and consumables.
– Oversee, maintain, and implement lab safety protocols and procedures.
– Manage the water lab for organization and safety.
– Support maintenance of gear related to surface water monitoring efforts including the sampling equipment and boat.
· Other Duties Assigned:
– Conduct outreach activities.
– Respond to surface water related complaints.
– Provide subject matter expertise.
Minimum Qualifications:
Possession of a Bachelor’s degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field
OR
Any combination of education and/or experience equivalent to a typical four (4) year Bachelor’s degree. For example: Successful completion of sixty (60) semester hours of study, including twenty-four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years’ experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a Master’s degree in any of the above fields AND at least two (2) years’ professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Desired Specialty Minimum Qualification
Experience with field work. Educational background in Stream Ecology and Fish Biology.
Physical Requirements:
• Ability to sit and work on a computer for 2-4 hours at a time.
• Ability to bend and reach for filing purposes.
• Some periods of heavy reading and typing are required.
• Ability to lift 30 pounds when working with file boxes.
• There may be times the employee will be required to stay overnight as part of field work.
• Some travel may be required.
• Ability to climb ladders, staircases, work on uneven terrain.
• Ability to lift and carry up to 30 pounds over rough terrain.
• Ability to lift and carry up to 50 pounds over rough terrain.
• Ability to work in adverse or inclement weather.
• Ability to work in extreme hot or cold temperatures both outside and inside.
• Must be able to swim and perform field monitoring work without on-site assistance or supervision
• Occasional travel required.
• May work in the vicinity of loud noise.
• May be required to travel and stay overnight in remote areas
• May come into contact with hazardous waste/materials.
• Eyesight needs to be 20/20 (as corrected) to observe field compliance.
