JOB DESCRIPTION

Context
The International Organization for Migration (IOM), the UN Migration Agency is a dynamic and growing inter-governmental organization, with 174 member states. Established in 1951 and now active in over 590 field locations worldwide, IOM works with partners, government, and civil society to promote international cooperation to address operational challenges of migration and mobility, assist in the search for practical solutions to migration problems, and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. IOM addresses the migratory phenomenon from an integral and holistic perspective, including links to development, to maximize its benefits and minimize its negative effects.
RESPONSIBILITIES
- Carry out WASH need assessments and analyse the data collected towards the implementation of projects in the water, sanitation, and hygiene promotion to respond to the needs of IDPs and host community.
- Assist the Project Officer to ensure that materials are used in accordance with Bill of Quantities (BoQ), keeping, records and coordinating with the logistic officer for request and delivery to implementation sites.
- Contribute to contingency planning for possible WASH emergency response if required.
- Implement and monitor WASH social projects and participate in their evaluation.
- Contribute to the integration of cross-cutting issues in the WASH programming such as Gender Based Violence (GBV), Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevant.
- Liaise and interact with implementing partners and contractors daily to discuss social and technical issues on the site.
- Assist in liaising with the government at local, district and provincial level for the issue of permissions and any other support and communication with them.
- Assist the Project Officer in preparing final bidding documentation for tender processes.
- Regularly monitor all wash hygiene projects in progress and provide weekly updated summary to the Project Officer (WASH).
- Prepare daily field reports, and reports, and discuss matters that need attention with supervisor.
- Assist supervisor in verifying that projects are completed to a satisfactory standard before final payment is authorized.
- Bring to the attention of the supervisor any works which are not meeting timelines or where quality standards are not being met.
- Follow up on procurement processes in coordination with the Procurement Unit and payments to service providers, contractors, and suppliers in coordination with the Resource Management Unit.
- Engage with the community and outreach community personnel to coordinate hygiene activities in the field.
- Regularly monitor the performance of the WASH systems under his/her area.
- Supervise the WASH, cash for workers in the site and monitoring the process of receiving materials in line with the needed quantity and quality.
- Perform such other duties as may be required or assigned.
QUALIFICATIONS
Education
- Bachelor’s degree in engineering/social science or a related discipline from an accredited academic institution with four years of relevant professional experience, OR
- High School with six years of relevant experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in monitoring and supervision of WASH projects (or relevant CCCM/HEALTH activities).
- Experience in projects related to setting up hygiene promotion campaigns related to WASH (e.g., food hygiene, handwashing) or starting and setting up training of water committees.
- Flexible to work in the field to supervise the contractor and in the office prepare cost estimates, Bill of Quantities (BoQ), technical specifications, schedules, and other tender documents.
- Competent to use computer-aided design (CAD) technology and design software (Auto CADD, STAAD, MS Office, etc.) as well as surveying instruments (level, total station, etc.), mapping devices (GPS) and related software (ArcGIS, QGIS, etc.) would be of great added value.
- Able to prepare schedules/bills of quantities and estimating cost as well use of MS Office suite software (Word, Excel, Project, etc).
- Knowledgeable in Mozambican National Building Standards and Water and Sanitation regulations at national and district level and related local/international standards and specifications.
Skills
- Knowledge of local context in target project areas (i.e., Northern Region of Mozambique).
- Maintain effective and active communication with all the stakeholders.
- Good communication skills.
- Experience in the implementation of activities that include the promotion of hygiene.
- Knowledge of financial rules and regulations in the Mozambican context.
- Knowledge in MS office applications, AUTOCAD and affiliates software and desirable mapping devices (GPS) and related software (ArcGIS, QGIS, etc.) would be of great added value.
Languages
- Fluency in English and Portuguese is required (oral and written) Working knowledge of Portuguese is an advantage.
IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
