Organizational Setting

The position is located in the FAO office in Multan or Hyderabad. Food and Agriculture Organization (FAO) in Pakistan focuses its efforts on poverty reduction, food security, sustainable livelihoods and rural development. FAO has partnered with the Government of Pakistan on research and development, training, extension services and strengthening of the staff capacity in planning and policy making. FAO has supported improvements in agricultural policy analysis, strengthened institutions. Enhanced integrated area development and expanded participation of marginalized and vulnerable communities in sustainable development.

The position is envisioned under GCF funded “Transforming Indus Basin with Climate Resilient Agriculture and Water Management” project on SB 4 level.

FAO Pakistan with support from the Green Climate Fund is implementing a project called Transforming Indus Basin with Climate Resilient Agriculture and Water Management in Punjab and Sindh Provinces. The project aims to develop the country’s capacity to get and use the information it needs to cope with the impacts of climate change on agriculture and water management. The overall goal of the projects is to enhance the capacity of agricultural and pastoral sectors to cope with climate change, by up scaling farmers’ adoption of climate change adaptation technologies and practices through a network of already established Farmers Field Schools, and by mainstreaming climate change adaptation concerns and strategies into on-going agricultural development initiatives, policies and programming. 

Component 1 aims to develop the national capacity especially that of the Government by introducing and integrating climate- and water-relevant analytical tools and information, which will overcome the current gap in monitoring and analytical capacity of water, land use and climate change. On the other hand, Component 2 will transform practices among producers in the Indus Basin, through training on CRA and OFWM. Component 3 will play a crucial role in bridging components and key actors to promote climate change adaptation. 

The project seeks to recruit 02 training specialists (one each for Punjab and Sindh province) who will coordinate, organize and manage the training/capacity building activities under all the three components.


Reporting Lines

Under the overall supervision of the FAOR and direct supervision by Technical Advisor and Institutional Development and Knowledge Management Specialist of the project and in close coordination with the Provincial Coordinator and Project Team, the incumbent will undertake the following tasks and duties: 


Technical Focus

Capacity and training needs assessment, designing and organizing the development of curriculum and training programmes to meet the identified needs. Develop, implement, and provide trainings / capacity building for resilience agriculture and water management. Conduct Pre and post training surveys to assess the effectiveness and impacts of training/capacity building.


Tasks and responsibilities

•    In collaboration with Component Leads, compile and develop a consolidated training plan for the project across all three components in each province
•    Lead the development of tools and support in assessing the knowledge and skill needs for different training i.e. Climate Business Farmer Schools and Women Open Schools, access to and use of climate, agriculture and water information, mainstreaming CRA, etc.
•    Organize training, conferences and field days; act as contact person for all training/capacity building events as well as facilitators for trainings as required by the Project.
•    Work with Project technical staff and consultants to provide support in overall designing process, development of training modules and curriculums, designing and implementing pre and post training surveys, organizing the training events and maintaining all required data and reports. 
•    Assist in capacity needs assessment to inform design of training based on competencies and identified needs.
•    Provide technical input for finalizing various training methodologies, required for specific training and capacity building events
•    Work with Environmental and Social Safeguards (ESS), Gender and Nutrition Specialists, Monitoring Evaluation Accountability and Learning (MEAL) and other relevant FAO staff to design related mandatory and required training, identify individual staff and whole project team skills and knowledge gaps and deliver the training for project staff and stakeholders.
•    Contribute to the preparation of relevant information, communication and education materials for use by the project field-based teams.
•    Work with project technical and field-based teams to ensure the quality of the training materials/guidelines/manuals and other reference documents developed for training farmer field school facilitators and targeted beneficiaries including gender- and disadvantaged people-responsive training materials
•    Facilitate to develop, document and disseminate appropriate case studies and knowledge products regarding capacity building outcome and impact. 
•    Maintains database of all training sessions completed by Project and the Implementing Partners  including sex disaggregated statistics
•    Submit training reports ate the end of every training event and periodic progress reports as required
•    Prepare quarterly and yearly training plans and inputs to Project periodic reports
•    Carry out other duties as requested by the FAO Representative, project Technical Advisor, Institutional Development and Knowledge Management Specialist and Provincial Coordinators 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    Master’s degree in Agriculture and Natural Resources Management, Agricultural Engineering, development studies and any related field to agriculture
•    Minimum eight (08) Years of experience in the design and implementation of training programmes, preferably in the agriculture, water and natural resources management and the application of participatory methods 
•    Working knowledge of English and working knowledge of Urdu, Sindh and local languages used in province.  
•    National of Pakistan.

•    Extent and relevance of experience in the preparation and revision of technical/scientific documents and in organizing training events

•    Good skills in report writing, trainings and compilation of reports.
•    Analytical, communication and presentation skills. 
•    Fluency in English and ability to write clear and concise technical documents.
•    Good networking and advocacy skills.
•    Ability of working in a multi-cultural and multi-ethnic environment and rural communities. 
•    Familiarity with UN systems and procedures regarding code of conduct and resource use
•    Experience in design and implementation of Training of Trainers and facilitators and training for different target groups (farmers, extension workers, entrepreneurs, technical officers as well as policy makers) 
•    Proven experience in design, implementation and facilitation of Farmer Field School (FFS) or ICT or Agriculture Extension 
•    Agribusiness and Climate Resilient Agriculture (CRA) relevant experience are an asset 
•    Women with agricultural background are highly encouraged to apply
