The Bureau of Land and Water Resources is seeking a qualified candidate for the position of Bureau Chief (Senior Public Service Administrator). The bureau chief provides oversight to the operations of bureau programs and ensures that personnel practices are conducted in accordance with the departmental policies, contractual language and union processes and rules. The bureau chief also establishes goals, strategies, and performance measures for all functional areas/programs in the bureau that are consistent with and to implement the regulatory oversight of all federal and state legislation. The bureau will engage with various stakeholders to exchange ideas and rally support for bureau and department initiatives. Above all, the bureau chief serves as an effective member of the division/department management team working collaboratively and cooperatively with other bureau chiefs and division management staff; complete assignments given by the division administrator or upper management.

Essential Functions

  • Plans, develops and implements policy for programs of the Bureau of Land and Water Resources.
  • Serves as full line supervisor of staff headquartered remotely and in Springfield Office.
  • Works with other state agencies, property owners, regional planning and commissions, county governments and municipal offices in developing land use plans, zoning regulations and agricultural preservation districts.
  • Directs program budget preparation and controls appropriation expenditures for the bureau.
  • Develops and implements policies and procedures utilized in the implementation and maintenance of the Bureau of Land and Water Resources.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four years of college with a Bachelor of Science in an agriculture -related field.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in a governmental agriculture -related field.

Preferred Qualifications

  • Prefers three (3) years of experience in principles, techniques, and practices of public administration, including the interpretation and enforcement of regulatory laws and regulations.
  • Prefers two (2) years of experience working with laws, rules, regulations relative to soil and water conservation, farmland protection and mined land reclamation.
  • Prefers three (3) years of experience establishing and implementing regulatory policies.
  • Prefers three (3) years of experience in the management and implementation of a program budget.
  • Prefers three (3) years of experience supervising staff which includes assigning and reviewing work, establishing annual goals and objectives, preparing and issuing performance evaluations, providing guidance and training, and determining staffing needs.
  • Prefers two (2) years of experience resulting in advanced proficiency working with Microsoft Office products.
  • Prefers one (1) year of experience presenting to small and/or large audiences.
  • Prefers one (1) year of experience with legislation and rulemaking
  • Prefers working experience with engagement of Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP Program and the Fair Contracting Task Force is required of this position.
