RTI’s Sustainable Growth & Resilience (SG&R) technical unit within the International Development Group brings together RTI experts and capabilities across food security, agriculture, energy, environment, water, governance, and economic opportunity. SG&R will leverage RTI’s experience designing and delivering multisectoral programming and technical solutions to respond to climate change, build resilience, and promote economic growth around the world. 

SG&R’s Global Agriculture, Water, and Environment division is working to mitigate and address the impacts of climate change and build resilience in impacted communities through policy and governance support, capacity building for local actors, and support for responding to natural and human-caused disasters. 

Project Description 

The five-year USAID/Egypt Water and Wastewater Climate Change Adaptation Activity will support the water and wastewater sector in Egypt to integrate adaptation strategies and approaches from national planning and utility management levels in order for utilities to continue providing safe, affordable and reliable services. It will aim to improve climate change readiness and operational performance of the utilities by increasing the understanding of projected impacts and challenges, assessing risks, determining adaptation options, and implementing and monitoring, as appropriate, at national and utility levels. 

Position Description

RTI is seeking an Objective 2: Water/Wastewater Utility Lead for the USAID/Egypt Water and Wastewater Climate Change Adaptation Activity. The Objective 2 Lead will be responsible for leading the implementation of climate adaptation strategies at selected governorates for the activity. This position will report to the Deputy Chief of Party and would be based in Cairo, Egypt. 

Position is contingent upon award and funding.
Responsibilities

  • Lead project interventions to strengthen climate adaptation and resilience integration in planning, operations, and infrastructure strategies in HCWW subsidiaries in selected governorates.  
  • Support rollout of national level policies, strategies and plans related to climate change adaptation and strengthening to governorates. 
  • Coordinate governorate needs, strengths and weaknesses with Deputy Chief of Party.  
  • Build and maintain strong working relationships with key stakeholders at the governorate level from the Government of Egypt and the HCWW. 
  • Contribute to the development of annual and quarterly work plans, technical reports, and other deliverables in line with USAID guidelines to achieve program objectives. 
  • Ensure that cross-cutting issues such as gender, youth, social inclusion, resilience, and climate-sensitive approaches are effectively integrated into the Activity. 

Qualifications

  • Bachelor’s Degree and 8 years of experience, Master’s degree and 6 years of experience. 
  • Minimum five (5) years of work experience in one or more technical disciplines within Egypt: water or wastewater policy and regulatory reform, drinking water services, or other relevant technical area. 
  • Previous experience supporting climate change adaptation efforts strongly preferred. 
  • Previous experience working on USAID or other donor funded projects of similar scope strongly preferred.  
  • Demonstrated ability to oversee planning, coordination, and day to day implementation of technical activities in partnership with the technical team and the COP.  
  • Strong communications and interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations (government, civil society, private sector, NGOs, research institutions).  
  • Proven ability to work under pressure, and with multiple concurrent demands.   
  • Fluency in Arabic required; professional proficiency in English required.
