Consulting services for the Development of the National Water Supply and Sanitation Program

The Republic of Tajikistan has received financing from the World Bank toward the cost of the Rural Water Supply and Sanitation Project, and intends to apply part of the proceeds for consulting services are requested to provide a strong independent input to development of the new programmatic document, which will define a national vision for the water supply and sanitation (WSS) sector in Tajikistan and lay out the trajectory of the sector’s development in achieving targets set in the new Water Code (2020), National Development Strategy, Drinking Water and Wastewater Law (2019), National Water Resources Strategy, Program of reform of the water sector of the Republic of Tajikistan for 2016 – 2025 and other strategic documents.

Consulting Services (“Services”) include: i) WSS Sector Analysis (Baseline scenario / Baseline Assessment); ii) Appraisal and Design of the Framework for the WSS MIS; iii) Investments and Policy Options analysis; iv) Formulation of the National Water Supply and Sanitation Program; v) Developing a financing strategy for the WSS sector;

The period of execution of the tasks identified in this Terms of Reference is (64) weeks (16 months) from the Commencement Date including mobilization period.

The Municipal Infrastructure Development Project Management Group, acting as the client for this assignment, on behalf of the Government of Tajikistan, invites eligible consulting firms (“Consultants”) to indicate their interest in providing Services. Interested Consultants should provide information confirming that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage. The shortlisting criteria are:

  1. Proven experience in development of key strategic documents in the water sector, particularly in water supply and sanitation domains demonstrated through at least two assignments of a similar nature in the past 7 years;
  2. Experience in preparation of investment needs/plans and financing plans for water supply and wastewater strategies
  3. Relevant experience in design of GIS-based Monitoring and Information Systems for WSS sector;

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017 and August 2018) – Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: a firm that has been engaged by the Borrower to provide Consulting Services for the preparation or implementation of a project (or an affiliate that directly or indirectly controls, is controlled by, or is under common control with that Consulting firm), shall be disqualified from subsequently providing Goods, Works,  or Non-consulting Services resulting from, or directly related to those Consulting Services.  This provision does not apply to the various firms (Consultants, contractors, or suppliers), which together are performing the contractor’s obligations under a turnkey or design and build contract.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
