Duties Description
Program Overview:
The Great Lakes Program is an interdisciplinary, watershed program of DEC that works to protect, restore, and enhance the lands and waters of NY’s Great Lakes and contributing watersheds. The Program works with multiple DEC divisions, programs, regions, and external partners to implement NY’s Great Lakes Action Agenda, various commitments under the U.S.-Canada Great Lakes Water Quality Agreement including the Areas of Concern program and Lakewide Action and Management Plans; represents NYS interests on interstate and binational committees; and facilitates the planning and implementation of ecosystem health and resilience projects.
Duties Description:
Under the overall direction of the Great Lakes Program Director, the candidate will serve as the Great Lakes Program Watershed Manager, with responsibility for supervising the Program’s watershed team, and developing and implementing ecosystem-based watershed strategies, plans and projects, as guided by NY’s Great Lakes Action Agenda, and in support of the U.S.-Canada Great Lakes Water Quality Agreement and the Great Lakes Restoration Initiative Action Plan. Activities will span New York’s entire Great Lakes watershed, and broadly relate to improving water quality and aquatic habitat, mitigating impacts from invasive species, supporting interdisciplinary scientific research and monitoring needs, managing and sharing information, and conducting public outreach and communications. The Watershed Manager will expand and maintain effective collaboration with internal and external partners including multiple DEC divisions, regional offices, local and state agency partners, and other watershed stakeholders.
• Serve as the Program’s Watershed Program Manager and provide strategic direction and oversight for implementation of NY’s Great Lakes Action Agenda in coordination with local, regional and state agency partners.
• Responsible for supervising, training and directing the GLP’s Watershed Team to accomplish watershed health objectives of the GLAA, in support of the Lakewide Action and Management Plans and AOC program objectives, including providing program policy, technical direction and project implementation guidance to program staff.
• Responsible for oversight, development and management of Great Lakes Watershed Program initiatives, projects, and MOUs funded under the NYS Environmental Protection Fund; responsible for supervising and providing program direction to the Great Lakes Fiscal Specialist.
• In coordination with Division of Water’s Bureau of Water Resources Mngt and regional NYSDEC programs and other partners, support the development and implementation of watershed management plans and integrated, ecosystem-based plans that identify projects and management actions to improve water quality, restore ecosystem health and support local climate resilience and adaptation needs.
• Coordinates and communicates activities between programs, bureaus, divisions, regions, local, state, federal and other external partners.
• Represent the Department at professional meetings and coordinate with local, state, and federal partners to exchange information, expand the understanding of Great Lakes programs, address emerging concerns, identify best management practices, and respond to inquiries pertaining to the GLAA.
• Facilitate research, data analysis and interpretation of environmental data, scientific literature, and technical information to develop and advance science-informed implementation strategies.
• As needed, support the development and implementation of outreach and communications strategies to reach diverse, target audiences on issues within the GLAA and other pertinent New York State initiatives or plans.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
