The Ministry of Agriculture and Forestry, under the coordination of the General Directorate of Forestry and in partnership with the General Directorate of State Hydraulic Works, General Directorate of Agricultural Reform and General Directorate of Highways, has started implementing the Turkey Resilient Landscape Integration Project (TULIP) financed by a World Bank loan. The project aims to strengthen integrated landscape management and increase access to improved livelihood opportunities and resilient infrastructure services for rural communities in the Bolaman and Çekerek basins in the Eastern Black Sea and Central Anatolia.
The TULIP Project includes several investments to address challenges related to natural resource degradation, water insecurity and vulnerabilities to climate and disaster risks, resulting in rural poverty and out-migration from the basins in the Bolaman and Çekerek basins. The Implementing Agencies of these investments are OGM (Coordinating Institution), TRGM, DSI and KGM. These investments are organized under two Project components described below.

Within the scope of the project, the necessary Assessor for Mid-Term Review
(1 person) will be employed at the above-mentioned amount in the TULIP Project Coordination Unit (PCU) of the General Directorate of Forestry at the central level to carry out activities related to project implementation, to ensure the necessary coordination and to provide consultancy to OGM and other Implementing Agencies.
The consultant will be employed at the time specified in the relevant job description (TOR’s) within the project.. The work is planned to start in July 2024.

ASSESSOR FOR MİD-TERM REVİEW INDIVIDUAL CONSULTANT SERVICES WILL BE PROVIDED.
Qualifications
The successful candidate will be expected to have the following qualifications and experience:
Mandatory
– Master’s degree (MSc) in a field related to forestry, watershed management, environment and natural resources, agriculture or development studies;
– At least seven years of work experience in outsourced project evaluation, including an understanding of project implementation issues and challenges;
– Demonstrable work experience in monitoring and evaluation;
– Previously involved in the preparation of interim and completion impact assessments, surveys or field reports in at least 3 projects supported by international assistance;
– Strong communication skills and excellent written and spoken English;
– Strong interpersonal, group facilitation and teamwork skills;
Preferred
– Previous experience with mid-term review or evaluation of World Bank Projects
