Objective and Purpose of the Assignment

  1. In 2023, the Asian Development Bank (ADB) approved a regional technical assistance (TA-10267-REG)
    Strengthening Resilient and Sustainable Urban and Water Service Delivery in the Pacific. TA 10267 is
    currently supporting ADB’s Pacific developing member countries (DMCs) strengthen their resilience to
    climate and disaster risks and increase sustainability of urban service providers (USPs) and urban
    utility operators. The Water and Urban Development Sector Office’s Pacific and Southeast Asia (WUD-SEAP)
    is implementing TA 10267.
  2. The TA outcome is the regional expertise in sustainable and resilient management of urban, water, and
    sanitation services in Pacific . This will be achieved through the following outputs: (i) improved
    capacity of urban and water utilities in the Pacific through regional twinning partnerships, tailored
    capacity building, and supplementation; (ii) improved sustainability of urban and water service delivery
    through enhanced project planning, implementation, and adoption of innovative technologies; and (iii)
    expanded climate change and multi-hazard disaster risk early warning and response capabilities and
    strategic knowledge.
  3. ADB seeks a Project Coordinator is required to support implementation of the TA which will include
    projects that the TA is supporting.

Scope of Work

  1. The Project Coordinator will support ADB project teams on a wide range of activities across the three
    outputs of the TA. The assignment will have intermittent home office inputs, with in-person reporting at
    ADB Headquarters as per agreement with the ADB Project Officer. The Project Coordinator will: (i)
    support the implementation of the TA’s outputs and activities through document review and provision of
    technical inputs to reports; and (ii) provide overall coordination support to the various projects the
    TA is supporting including the monitoring and reporting requirements of the TA itself.

Detailed Tasks and/or Expected Output

The Project Coordinator shall undertake the following activities:

Technical Inputs:
(i) Support in needs assessment for multi-hazard early warning (MHEW) and response systems in selected
Pacific countries (with potential expansion to Southeast Asian countries).
(ii) Support in the establishment and maintenance of the database of country-wide climate resilience
assessments, focusing on water security from source to sea for all urban and rural areas in the Pacific
(with potential expansion to Southeast Asian countries).
(iii) Support the Project Team Leader (PTL) in the preparation of presentations, briefing notes, meeting
minutes, TA memos, mission aide memoires and/or memorandum of understanding (MOU).
(iv) Review TA-related reports and documents; and provide technical recommendations for their
improvement.
(v) Attend TA-related project meetings and liaise with TA consultants, including the providing inputs to
their work.
(vi) Support the preparation of knowledge products and/or conduct of knowledge sharing events.
(vii) Provide back-up to operations teams, as necessary.
(viii) Provide support in project processing, as requested.

Project Coordination:
(i) Manage contracts and monitor TA activities including recruitment of consultants.
(ii) Coordinate project meetings and TA activities, such as webinars, conferences, workshops, and brown
bag sessions that are efficiently coordinated among all relevant staff and concerned parties.
(iii) Ensure that project files are properly organized in SharePoint, such that project team members can
retrieve data/files with ease.
(iv) Ensure that project team’s database and monitoring sheets are timely updated.

Documentation:
(i) Edit: (1) project documents to ensure they are written and presented according to ADB’s style and
standards; and (2) relevant documents for timely disclosure and submission to the Department of
Communications.
(ii) Finalize project documents following ADB style and standards.
(iii) Collect data related to the TA and TA-supported projects.

Minimum Qualification Requirements

The minimum qualification requirements are as follows:
(i) Holds a master’s degree in water management, urban development, or any relevant discipline such as
business administration, economics, finance, communication
(ii) Have at least 5 years of work experience including at least three (3) years of relevant experience
in project coordination, project administration, and office administration.
(iii) Have a high degree of organization, demonstrated strong interpersonal skills, and ability to work
with a team but proven ability to work independently on assigned tasks.
(iv) Demonstrated skills in effective report writing and proficiency in spreadsheets and required
information technology.
(v) Experience working in ADB-financed project/s is an advantage.
