Organizational Setting and Reporting Relationship
The position of Principal Operations Coordination Specialist (Environment) is assigned to the Environment team of the Climate Change, Disaster Resilience and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). You will be based at our Headquarters in Manila, Philippines.
You will report to Director, Environment and will oversee international and national staff who administer and implement environment projects and support project processing for ADB’s developing member countries (DMCs).
Your Role
As a Principal Operations Coordination Specialist (Environment), you will provide advice to and coordinate with other departments across ADB to support the implantation of Operations Priority (OP) 3 and harmonize alignment with other operational priorities, regional departments and sector groups.
You will:
- Support strategic development and implementation of environment and nature-related initiatives within ADB by providing inputs to the strategic thinking to guide strategy and policy issues on OP3: Tackling climate change, building climate and disaster resilience, and enhancing environmental sustainability. This approach should consider options for better engagement with regional departments, Sectors Groups, Private Sector Operations Department (PSOD), and other departments, and procedures to facilitate enhanced operations; strategic partnerships with other development organizations, civil society and broader stakeholders; the development of differentiated approaches and modalities to work more effectively on OP3 core issues (environmental mainstreaming), including approaches to improve organizational flexibility and responsiveness in context-specific engagements and programming (including streamlining of current operations).
- Support the implementation of related ADB-wide strategies and policies and coordinate inputs to and recommendations for enhancing operational and administrative policies and procedures.
- Lead the team’s portfolio management functions including monitor project management plans (contract awards and disbursement), project portfolio review, continuous review and improvement of project administration practices, develop a plan to promote project quality, improve portfolio performance and streamline operations, and timely submission of required reports.
- Provide guidance and oversight to key environment programs ( including Air Quality Management, Circular Economy, Biodiversity and Ecosystem Management (including terrestrial and marine ecosystems), , Nature-based Solutions, and Environment Finance etc.) to adopt programmatic approaches and strategic planning to better align with DMC emerging issues and regional operational department priorities and scale-up of results.
- Provide support to CCSD, regional departments and Sectors Groups in carrying out operations, such as assistance and guidance in formulating country partnership strategies and supporting country programming missions, guidance and oversight in processing and implementation of projects to ensure quality and consistency of reports and documentation, advice to resolve implementation issues, and identifying and applying potential differentiated approaches (e.g., innovative funding modalities, modification of ADB processes and systems) best practices, and operational approaches.
- Coordinate ADB participation in relevant regional and global forums, platforms, and working groups, and ensure dissemination of innovative thinking and approaches to CCSD, and other ADB departments; and raise awareness of ADB’s approaches and strategic priorities with development partners.
- Closely work with the climate change and carbon market program team within the CCRE Cluster, Sector Groups (i.e. finance) and PSOD teams to advise and support sovereign and nonsovereign operations in scaling up nature positive investments, including providing leadership and oversight on the Nature Solutions Finance Hub and other environment programs.
- Provide coaching and mentoring to team and individuals and ensure their ongoing learning and development.
- Review Bank-wide reports and documents and coordinate the team’s contributions to the preparation of the Annual Report, documentations for the Annual Meeting, Development Effectiveness Reports and other management meetings.
- Strengthen global and regional partnerships and inter-agency relations and assist in the development of public-private-civil society partnerships on environment and nature-related initiatives.
- Support the development and dissemination of good practice on climate change adaptation to strengthen understanding, including in ADB DMCs, of issues and solutions pertaining to underlying risk drivers and the opportunities afforded through investments in of environment and nature-related initiatives.
- Lead the identification and implementation of training programs in environment and nature-related initiatives for ADB staff as part of ADB’s staff development program; organize internal and external training and briefing sessions on relevant topics; and share information on conferences and training opportunities.
Qualifications
You will need:
- Master’s degree or equivalent in environmental management, environmental economics, environmental engineering, environmental sciences, or other related specialized fields; or University degree combined with 5 years specialized experience in similar organization/s, may be considered.
- At least 12 years of relevant experience in environmental policy and management in a professional capacity.
- Knowledge of policy and regulatory frameworks for environmental management in DMCs, environmental standards, and good practices.
- Good understanding of the environment operations, policies, and procedures of multilateral development and financing institutions in processing and implementation of loans and technical assistance projects.
- International experience working in several countries in Asia and the Pacific.
- Experience leading teams, engaging with donors for fundraising and working with private sector in applying innovative financing modalities for various environment programs will be an advantage.
- Written and verbal proficiency in English
