Environment and Climate Change is filling one (1) Manager, Water Quality Management Section vacancy at our Winnipeg office.
Conditions of Employment:
- Must be legally entitled to work in Canada
- Must possess and maintain a valid full stage Manitoba Class 5 driver’s licence without restrictions.
- Must be willing and able to work overtime when required.
- Must be willing and able to travel throughout the province by air, land, and water and occasionally outside of Manitoba (within Canada and the United States).
- Must be willing and able to undertake field work under sometimes harsh weather conditions including in summer and winter.
Qualifications:
Essential:
- A Bachelor of Science in an aquatic-related discipline, or an equivalent combination of related education, training and experience. Graduate degree is preferred.
- Thorough knowledge of aquatic biology, chemistry and abiotic/biotic environmental interrelationships.
- Experience in program management and planning, including designing studies, budgeting, undertaking statistical analyses, implementing, and evaluating complex water quality related programs.
- Experience in identifying impacts to water quality and developing mitigation strategies.
- Highly developed political acumen and the ability to account for the sensitivity of an issue considering public interest, political ramifications, and departmental constraints, to develop options to resolve issues for consideration by the appropriate decision-maker.
- Excellent organizational, decision-making, and strategic thinking skills.
- Demonstrated leadership and supervisory experience with ability to coach and mentor staff.
- Highly developed listening and interpersonal skills with the ability to maintain effective working relationships with other senior civil servants, officials of other agencies/governments, resource user groups, stakeholders, Indigenous peoples, and the public.
- Effective verbal communication skills including experience giving formal presentations.
- Effective written communication skills.
Duties:
The Water Quality Management Section leads provincial efforts to manage, protect, and rehabilitate surface water quality across Manitoba. The Manager, Water Quality Management Section is a technical expert, leader and manager responsible for approval and delivery of water quality management programs and legislation. The manager provides sound leadership, technical expertise, planning, coordination, and fiscal accountability for a section comprised of professional personnel and also provides leadership on transboundary water quality management.
