Assignment Title: LLWDP/C26/Consultancy Services for Preparation of National Sanitation Strategy

The Ministry of Natural Resources, Kingdom of Lesotho has received financing from the World Bank (WB) toward the cost of the Lowlands Water Development Project Phase II (LLWDP II), and intends to apply part of the proceeds for consulting services.

The scope of the service is to develop a nation-wide Sanitation Strategy for Lesotho, based on a detailed assessment of the present status and needs and including a detailed assessment on the current Industrial wastewater treatment practices and their impact on the strategy to prevent pollution.

Estimated level of effort: 9,5 person months.

Expected start date of assignment: Q3/Q4 2024, 6 months assignment.

The Ministry of Natural Resources, Kingdom of Lesotho now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1.         The Consulting firm shall be legally established firm and committed to putting together a team of highly qualified experts with direct experience and excellent understanding of technical, economic, financial, environmental and social issues related to sewerage services of major cities, peri-urban and rural communities in similar countries.

2.         The Consulting firm will also need to have experience in conducting at least one similar assignment within the last 5 years.

The Qualifications and Experience of Key Experts shall not be included in the shortlisting criteria. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other, especially local firms to enhance their qualifications and experience, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Open (with publication in the UNDB and local media), QCBS (Quality Cost Based Selection) method set out in the Procurement Regulations of the World Bank “Procurement in investment project financing Goods, Works, Non-Consulting and Consulting Services” September 2023.
