BACKGROUND:
Established in 2010, the Water, Sanitation and Hygiene Network (WASHNet) is the leading national alliance of civil society organizations (non-state actors) in Sierra Leone with the desire of joining existing platforms in addressing the critical barriers to achieving universal and sustainable sanitation and drinking water for all. These barriers include the low level of services to reach society’s most vulnerable groups, insufficient political prioritization, weak sector capacity to develop and implement effective plans and strategies, coupled with inadequate investments to place WASH at the heart of national programs and policies.

We are seeking a highly skilled and experienced WASH Program Manager to support the planning, implementation, monitoring, and evaluation of our WASH projects and interventions across multiple districts.
JOB DESCRIPTION
With the supervision of the Team Lead, the Program Manager is responsible for the management, supervision and evaluation of all the organization’s programs in accordance with the organization’s Rules of Procedure. As a member of the management team, the Program Manager participates in strategic planning and budgeting initiatives in addition to problem-solving around issues that might arise in the course of delivery. He/she works within the guidelines, policies and mission of the organization and will be accountable and responsible for specific projects as assigned by the Team Lead.
In this exciting role, s/he will work on a range of management issues as support to the organization’s wide range of programmatic and campaigning activities. As Program Manager, you will work along the following:
Human resource management
- Direct, plan and coordinate the work of the program staff including supervision and evaluation, training and team building
- Ensure adequate and qualified staff to carry out the program activities
- In consultation with the Executive Committee through the Network’s Chair, responsible for the selection, hiring, coaching, and discipline of the program employees
- The Program Manager will line manage the Finance Officer, the Campaigns and Communications Officer as well as the Office Assistant and volunteers.
- The Program Manager reports regularly to the Chair of the WASH-Net and also to the General Assembly on a quarterly basis as may be required by the Executive Committee.
- The Program Manager will serve as a non-voting member of the EXCO and General Assembly.
Program delivery
- S/He monitors and manages the Secretariat with constant feedback to the Executive Committee Chair.
- There is a regular need to meet advocacy outputs, and targets and to manage the monitoring of programs and finances on a daily basis.
- She/he will be responsible for compiling, reviewing quality and sending out narrative and financial reports on a timely basis to funding partners.
- The post requires experience in monitoring financial compliance and accountability. The job holder will also develop strategic and annual plans and report to the General Assembly on progress regularly with guidance from the Executive Committee.
- Responsible for facilitating the management, supervision and evaluation of all activities of the program in accordance with the Network’s Strategic Plan and operational policies
- Remain up-to-date on all modifications to the Strategic Plan and other policies and implement the same in a timely and organized manner
- Compile, maintain and report on a monthly, quarterly and annual program basis as may be deemed necessary by the Executive Committee.
- Supports the delivery and implementation, management, supervision and evaluation of all activities in accordance with standard best practices
- Responsible for the expansion of the programs forming partnerships where appropriate
- Compile, analyze and report on trends in the programs
- Develop and implement strategies to increase the number of beneficiaries and stakeholders served by the programs.
Policy advocacy & Networking
- The Program Manager is required to understand the policy context in Sierra Leone, especially in the WASH sector to maximize WASH-Net’s influence and agency in the sector.
- The post requires policy analysis, innovative campaigning, networking and coordinating skills to bring together the different partners of WASH-Net.
- The post holder also develops project proposals/fundraising plans for organizational sustainability and development.
Impact
- The post holder’s decisions have an impact on program effectiveness and internal efficiency.
- The post holder is required to establish strong internal control systems, improve the advocacy of WASH-Net and be accountable to the board, the head of partner organizations and donors.
QUALIFICATIONS
- Higher level qualification in a technical field, preferably in WASH.
- BSc / MSc in Public Health, Governance or other areas in the social sciences.
- Excellent working knowledge of English (speaking and writing).
Preferred Skills and Expertise
- The post holder is required to communicate policy information and needs good communication skills.
- The post requires specialist knowledge of WASH and program/project coordination.
- She/he would need 3-5 years’ experience at a program development level including development of projects, proposal writing, reporting and implementation of advocacy activities.
Contract and Remuneration
This position is a full-time, renewable contract with a competitive salary commensurate with qualifications and experience.
