This position is located in the Regulatory Review Division (RRD) of the Natural Resources Administration (NRA) in the Department of Energy and Environment (DOEE). RRD is responsible for multiple water resources construction permitting programs, including wells, stormwater management, erosion and sediment control, floodplain, Green Area Ratio, and wetlands. RRD is also responsible for related off-site mitigation programs, including wetlands and the Stormwater Retention Credit (SRC) Trading Program. RRD manages DOEE’s SRC Price Lock Program, which is designed to scale up construction of runoff-reducing green infrastructure in priority areas that maximize benefits for District waterbodies. RRD also coordinates efforts to reduce flood risk within the District.
The incumbent serves as a reviewer in the Building Permit Plan Review Branch, reviewing design plans submitted as part of the construction permitting process. Applicants submit these plans to demonstrate compliance with District law, especially related to erosion and sediment control, stormwater management, and the green area ratio (GAR) program. The incumbent will review these plans and, as necessary, conduct reviews related to other programs and coordinate with other program staff involved in the review and inspection process. The incumbent will analyze pertinent data to determine the specific performance requirements for sediment control, stormwater management, and GAR best management practices. Data analyzed covers such elements as soil characteristics, topography, land use practices, landscape elements specific to GAR practices, hydrology, hydraulics, and design elements of best management practices. The incumbent meets with applicants and their agents to review concept plans and subsequent submissions and to advise on compliance questions. This may include site visits during review and construction. It may also include coordination with DOEE’s Inspection and Enforcement Division, the Department of Consumer and Regulatory Affairs, DC Water, and the District Department of Transportation.
The incumbent will be part of a team of reviewers conducting similar reviews and will collaborate with these other reviewers to ensure review consistency, develop and update guidance materials, share best practices, develop and implement business process improvements, provide timely and predictable reviews to customers, and otherwise ensure that projects being reviewed comply with District laws to protect the environment. The incumbent may also develop or contribute to guidance documents and training materials, as well as the presentation of these materials. The incumbent may also contribute to initiatives to develop or revise agency regulations and coordinate with other relevant programs to ensure coordinated and effective implementation. Other typical responsibilities may include reviewing Environmental Impact Screening Forms, Phase 1 and Phase 2 Environmental Site Assessments and geotechnical reports.
Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level, CS-11.
The candidate should have strong writing and oral communication skills, field experience, and a valid driver’s license. The preferred candidate will possess a degree in a civil or water resources engineering or a related field. An understanding of the design of green infrastructure and in general Low Impact Development (LID) practices is a plus.
Bachelor’s Degree in Engineering, Civil, Environmental, and Water Resources or other related field AND at least four (4) years of relevant training and/or work experience that demonstrate equivalent to the CS-11 grade level in the District of Columbia government service.
LICENSE AND CERTIFICATION
Must possess a valid driver’s license.
Work is primarily performed in a normal office setting.
