RTI’s Sustainable Growth & Resilience (SG&R) technical unit within the International Development Group brings together RTI experts and capabilities across food security, agriculture, energy, environment, water, governance, and economic opportunity. SG&R will leverage RTI’s experience designing and delivering multisectoral programming and technical solutions to respond to climate change, build resilience, and promote economic growth around the world.
SG&R’s Global Agriculture, Water, and Environment division is working to mitigate and address the impacts of climate change and build resilience in impacted communities through policy and governance support, capacity building for local actors, and support for responding to natural and human-caused disasters.
Project Description
The five-year USAID/Egypt Water and Wastewater Climate Change Adaptation Activity will support the water and wastewater sector in Egypt to integrate adaptation strategies and approaches from national planning and utility management levels in order for utilities to continue providing safe, affordable and reliable services. It will aim to improve climate change readiness and operational performance of the utilities by increasing the understanding of projected impacts and challenges, assessing risks, determining adaptation options, and implementing and monitoring, as appropriate, at national and utility levels.
Position Description
RTI is seeking a Deputy Chief of Party (DCOP) for the USAID/Egypt Water and Wastewater Climate Change Adaptation Activity. The Deputy Chief of Party will be responsible for providing technical oversight and management of the activity. This position will report to the Chief of Party and would be based in Cairo, Egypt.
Position is contingent upon award and funding.
Responsibilities
- Work closely with the Chief of Party to provide technical oversight for the activity, in line with program objectives.
- Support the Chief of Party in the activity management and donor relations, serving as the technical and program point of contact in the absence of the Chief of Party.
- Contribute to the development of annual and quarterly work plans, technical reports, and other deliverables in line with USAID guidelines to achieve program objectives.
- Oversee technical design and implementation of activities to achieve results and impact.
- Ensure that cross-cutting issues such as gender, youth, social inclusion, resilience, and climate-sensitive approaches are effectively integrated into the Activity.
- Support adaptive management principles, reviewing program results and provide technical directions to pivot or scale up, as needed.
Qualifications
- Bachelor’s Degree and 12 years of experience, Master’s degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience.
- Minimum 8 years of work experience in one or more technical disciplines within Egypt: water, sanitation, or wastewater policy and regulatory reform, drinking water services, or other relevant technical area.
- Previous experience working on USAID or other donor funded projects of similar scope strongly preferred.
- Demonstrated ability to oversee planning, coordination, and day to day implementation of technical activities in partnership with the technical team and the COP.
- Strong communications and interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations (government, civil society, private sector, NGOs, research institutions).
- Proven ability to work under pressure, and with multiple concurrent demands.
- Fluency in English and Arabic required.
