Mission and objectives
Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM has been present in Morocco since 2001, and opened the mission in Rabat in 2007.
Context
IOM is the first UN agency and international organization to have established a Migration, Environment, and Climate Change (MECC) Division in 2015, dedicated to the migration-environment nexus and the IOM Strategic Plan 2024-2028 confirms the centrality of MECC importance in overall migration management and therefore in IOM work. The objectives of the MECC Division are threefold: (1) To prevent forced displacement that results from environmental factors to the extent possible, (2) To provide assistance and protection to affected populations when forced migration does occur, and to see durable solutions for these situations, and (3) To facilitate migration as a climate change adaptation strategy and enhance the resilience of affected communities.
IOM Morocco in partnership with the Ministry of Foreign Affairs, African Cooperation and Moroccans Residing Abroad and the Ministry of Energy Transition and Sustainable Development, is implementing the project “The link between migration, environment and climate change in Morocco” with funding from the IOM Development Fund (IDF). This project aims to support the regions of Tangier-Tetouan-Al-Hoceima and Souss-Massa to integrate migration and gender considerations into their policy and territorial planning relating to climate change. This is a pilot project aiming to support the development of MECC portfolio for the mission.Under the overall supervision of the Chief of Mission (COM) in Morocco and direct supervision of the Migration, Development and Governance Officer, and in close coordination with the Regional Thematic Specialist (RTS) at the Regional Office (RO) for Middle East and North Africa in Cairo [and relevant Divisions/Departments/Units at Headquarters (HQ), the Programme Officer will support and coordinate the development, implementation, monitoring and reporting activities of the MECC portfolio within the larger Disaster Risk Reduction (DRR) priority of the
Task description
Under the direct supervision of the Programme Officer MDG (Migration, Development and Governance), the UN Volunteer will undertake the following tasks:
- Support the overall implementation of the MECC portfolio within the larger DRR ini-tiatives in IOM Morocco], including its financial, administrative and technical imple-mentation, in compliance with IOM policies and standards, as well as donor re-quirements, agreed timeline and deliverables.
- In coordination with the Migration, Development and Governance Officer and/ the Programme Coordinator, coordinate the work of all staff assigned to the CO’s MECC related projects, as well as consultants, implementing partners and service providers recruited to support and/or undertake specific activities.
- Maintain close collaboration and contribute to the strengthening the partnerships with relevant stakeholders such as Government entities, national authorities, do-nors, development partners, United Nations agencies, and civil society.
- Draft and produce progress and other reports and ensure proper information ex-change on all operational aspects of the programmes between IOM, the pro-grammes’ donors and other stakeholders.
- Provide technical support in analyzing migration related trends and issues in view of strategic, programmatic and programme-specific funding opportunities.
- Contribute to the identification of donors’ priorities and strategies, explore the pos-sibility to develop follow up initiatives and/or initiate new programme development process in Morocco] and draft projects proposals, in relation to expressed govern-mental needs, donors’ priorities and in line with IOM’s mandate and strategy.
- In coordination with the Programme Manager and/or the COM, facilitate adequate information management on CO’s activities through regular updates, summaries, press releases and other relevant materials that promote IOM’s visibility in Moroc-co].
- Assist in conducting contextual analysis to identify potential activities to be imple-mented as part of the DRR and MECC portfolio in line with IOM mandate and the priorities established by the Government and partners in Morocco.
- Contribute to the development of relevant monitoring and evaluation plans and tools to track policy mainstreaming initiatives and measure progress and effectiveness, make recommendation on suitable course corrections, and supporting further development and improvements.
- Ensure adequate information management on programme related activities including awareness raising and visibility; provide regular updates, summaries, press releases and other relevant materials, in coordination with the donor and IOM’s Public Infor-mation Department.
- Participate in relevant conferences, workshops, steering committees and technical working groups, as well as other forums, to facilitate proper coordination and presenta-tion of IOM activities.
- Participate in relevant UN working groups and activities to encourage the mainstream-ing of migration related issues into United Nations Sustainable Development Coopera-tion Framework (UNSDCF) .
- Perform such other duties as may be assigned.

This assignment is funded by the Government of Korea and therefore specific criteria apply:
- Candidates must be Korean nationals.
- Candidates who have already served as UN Volunteer Specialist funded by the Government of Korea are not eligible to apply (former UN University and UN Youth Volunteers are eligible).
- Serving UN Volunteers will not be considered for other UN Volunteer assignments until they reach three (3) months before the End of Contract date of their current UN Volunteer assignment. This provision applies equally to first and subsequent contracts.
- Candidates may apply to a maximum of three assignments and indicate the order of preference in the ‘Additional remarks’ field when filling in the application form.
- Only shortlisted candidates will be contacted. The selection will be done by the UN Host Entity at the level of the country of assignment.

Requirements
Required experience
3 years of experience in • Programme management, implementation and project development;
- Coordination of various projects under the programme to ensure maximum outputs;
- Liaising with government authorities and other national/international institutions;
- Emergency settings with in-depth knowledge of IOM/UN programme/project life cycles;
- Experience in UN and International Agencies, international or local NGOs would be preferred;
- Experience in working in the Region would be an advantage.

Living conditions and remarks
Morocco is a Middle-Income Country with a population of 35.3 million. Illiteracy (some 30%), poverty (some 4.8% of the population), unemployment (10 15 %), life expectancy at birth (70 %), and infant king on the UN Human Development Index. However, since the last decade, the country has undergone political, institutional, and demographic transitions.
The country is in security phase I following the increase of the terrorist threat including against the UN.
The climate in Rabat and coastal areas is mild with hot summers and wet and rainy short winters.
Accommodation (apartments, studios, villas) is available at reasonable charges.
Public transportation, including the train system (which has a good safety record) is inexpensive and
connects all the major centers in the country. Taxis are in abundance in large cities such as Casablanca and Rabat.
Many hospitals and private clinics of international standards (at least 9), offering all services are available at the duty station, in Rabat, and several of these have agreements with the UN insurance company Allianz Care. Likewise, other para-medical services, and pharmacies open 24h are available in Rabat.
