U.S. nationals: Environmental Protection Specialist
This position is located in the Water Quality Division, Natural Resources Administration, Department of Energy & Environment. The mission of the Water Quality Division is to protect the water resources of the District of Columbia.
The incumbent will serve as the lead staff responsible for tracking and reporting on the District’s MS4 Permit requirements across DOEE and other District agencies. The incumbent will also participate in a variety of issue-specific workgroups related to the MS4 stormwater program including but not limited to Rapid Stream Assessment, Alternatives for Ice and Snow Management, Bacteria Source Tracking, Public Right-of-Way Optimal Designs, and Catch Basin Cleaning Optimization. This selected individual will provide administrative support to the District’s Clean Water State Revolving Fund grant programs.
The incumbent should have strong organizational and communication skills to coordinate tracking of District MS4 Permit requirements across several government agencies. A detail-oriented person with strong administrative and database management skills is required as the individual will be responsible for preparing the MS4 annual report, which demonstrates the District’s compliance with federal law.
Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade level, CS-9.
Demonstrated experience in the management and implementation of environmental and/or stormwater management programs. Demonstrated skill in computer applications and databases, including spreadsheets and or database management, and presentation software to track and maintain administrative tasks.
Experience with preparing complex and technical reports. Familiarity with District government agencies and their compliance requirements for the District’s MS4 permit. Strong written and oral communications skills, sufficient to make recommendations and prepare written analyses and reports.
LICENSE AND CERTIFICATION
Must possess a valid driver’s license.
Work is primarily performed in a normal office setting.

This is a 13 month term appointment with a not to exceed (NTE) date.
This position is represented under collective bargaining unit AFGE Local 2725.
